The state government has regularized 362 DRWs (daily wager, casual worker, need basis worker, HR worker or any temporary employees) in three years, from 2009 to 2012, in various government departments. 100 DRWs were regularized in 2009, 60 in 2010, 141 in 2011 and 61 in 2012.

During these three years, from 2009 to 2012, 12 DRWs were regularized in PHE-Kashmir division, 58 in PWD Kashmir, 17 in PHE Jammu, 96 in SKUAST Kashmir, 79 in Forest department, 02 in Housing and Urban Development Department, 02 in PHE Leh, 16 in Industries and Commerce, 67 in Consumer Affairs and Public Distribution Department, 12 in Animal/ Sheep Husbandry and 01 in Agriculture Production Department.

However government has made it clear that no regularization policy has been formulated for casual workers, need based workers, HR (Hand Receipt) workers as yet. However a cabinet subcommittee has been constituted vide G.O No. 345/GAD of 2009 dated September 27, 2009 to go into the extent/magnitude of the problem relating to casual workers that is financial, legal and administrative that may arise in the regularization of such temporary workers and work out an appropriate policy in this regard.

While as the left over cases relating DRWs, the state government has stated that currently there are 3440 pending cases of such employees from various departments, who were recommended to finance department up to December 31, 2012 but are yet to get regularized.
