Jammu and Kashmir NET/SET/PH.D scholars Tuesday shot a letter to chief Minster Omar Abdullah and urged him to
take substantial measures on War Footing basis to evacuate the stay and speed up the process of Requirement of 1650 Assistant Professors in Higher education Department.

Pertinently M.Phil degree holders had challenged the posts in its writ petition to the High court of Jammu dated 03-06-2013 where High court has directed that the notification for the said post shall remain in abeyance till the next date of hearing.

“Public service commission advertised posts of more than 1650 Assistant Professors in Higher education Department vide its
notification no 09-PSC of 2013 dated 23-05-2013 which has fallen flat as the M.Phil candidates challenged the notification. But in fact Public service commission has shown the eligibility and qualification for these posts as per the University Grants Commission (UGC) regulations 2009, 2010,and 2012,” they said.

Describing UGC as Highest governing body to frame the rules they said, “As per its eligible criteria and amendments from time to time 11/07/2009, 18,09,2010 and 12/10/2012 Regulations M.Phil has been barred for UGC and PG level teaching. Higher education Department followed the UGC guidelines and reframed the rules of SRO 423. As per the state cabinet decision in May 2012 clearly indicates that only PH.D/NET/SLET candidates are eligible for these posts.

They alleged that the delay in court process has put the career of thousand of highly qualified candidates most of whom are at the verge of crossing the age-bar in jeopardy. “The whole process has got stuck in the legal intricacies, which giving sleepless nights to the thousands of eligible aspirants, “they said. The aspirants urged the Chief Minister Omar Abdullah to settle the issue of stay with the competent authorities on fast track mode to fill up the already referred posts as early as possible

  1. Keeping the notification in abeyance adds to the plight of educated youth. It is out of ones mind from where they find legacy of putting status quo, albeit apex body has already framed rules.

  2. I will briefly summarize in three points
    1) Matric pass clerical staff of Higher Education and public service commission is responsible for this mess. Unfortunate, all those who work in court never ever have qualified NET/SLET, MPHIL and P.h.D. so, how they were able to do deal with eligibility, at the time when they removed MPHIL as eligibility. UNFORTUNATELY, NET/SLET is not a higher education indeed MPHIL is, which Higher Education department will never understand. Simply they should have created eligibility as MSC in concerned subject with NET/SLET, MPHIL and P.h.D, BUT preferences should be given to candidates who have higher qualification in the form of publications and have done post-doc are other research experience. Also, IAS and KAS in Higher Education, who finalize the eligibility criteria, are having qualifications of 10+2+3. And, Director and Advisor in Higher Education are just rubber stamps.

    2) Earlier, we use to believe that politicians should be blamed. But at this movement, we should blame on Judicial System in this case. It takes them months and or years to complete a simple case. Example is the Delhi Murder case proceeding which was supposed to be fast track court trial.
    3) Only thing is that we should educate oversells first and then teach others, because we are the people who work in administration and local courts.

  3. If ugc 2009 regulation is final then why ugc/psc/govt. not ban the Mphil admission which is carried out in all universities in all over india till date now including Jammu univ $kashmir univ.Why ugc/jkpsc plays with the future of lots of students ?
