The Trusted Governor

provisions of law in regard to economic offences were found to be weak and there were insurmountable legal difficulties in attaching/confiscating the properties acquired through mafia activities.”

Chief Minister Omar Abdullah too has welcomed Vohra’s second stint as Governor of Jammu and Kashmir despite the differences between the two on many issues. Omar had a “bad experience” when Vohra replaced his proposal about the State Accountability Commission (SAC), only because it was passed in the absence of the leader of the opposition, a constitutional obligation. Omar highlighted Vohra’s role during his first term as Governor of the state saying his advice was always fruitful and to the best interests of the people of Jammu and Kashmir.

During his bureaucratic tenure from 1954 to 1994, Vohra served as union home secretary and defence secretary. He was recalled from retirement to serve as Principal Secretary to the then Prime Minister IK Gujral during 1997-1998. Vohra was also the chairman of prestigious Institute of Defence Studies and Analysis from 1999 to 2001 and chairman of Military History Review Committee between 2001 and 2002.

But how the situation in Kashmir valley pans out in coming days, especially in the light of 2014 elections will be the most crucial time for Vohra.
