SRINAGAR: Seventeen Haj Group Organisers (HGOs) from Jammu and Kashmir have been found eligible for registration to operate as Haj tour operators for Haj 2027, according to the list published by the Ministry of Minority Affairs on August 27.
The eligible operators were shortlisted after scrutiny of applications submitted through the HGO Portal and evaluation against the eligibility conditions prescribed under the Haj Group Organiser (HGO) Policy for Haj 2027.
The assessment included verification of prescribed documents, eligibility requirements, financial capacity, previous experience and compliance with the HGO policy and other applicable conditions.
Three J&K-based operators have been placed in Category-I: Labaika Haj & Umrah Service (JK01762827), Alkhuddam Hajj & Umrah Services (JK01781527), and Al Hayat Hajj and Umrah Travel Services (JK01702527).
Eleven operators have been listed under Category-II – Experienced Applicant. They are Raj Baba Tour and Travels, Al Gazali Tours & Travels, Gazi Tours & Travels, Al Haramain Hajj and Umrah Services, M/S Universe Travel Corporation, Al Safeer Tour and Travels, Al Ansar Tours & Travels, Fly High Tours and Travels, Sahar Tours & Travels, Al Haram Tours Hajj & Umrah Services.
Four J&K operators have been approved as Category-II – New Applicants: Khadim Al Mecca Tour & Travels Pvt. Ltd., Anabia Holidays and Tourism, M.G Tours & Travels and Leena Travels.
The Ministry’s notice follows its July 3, 2026 notification inviting applications for registration of HGOs for Haj 2027.
However, the eligibility list does not yet amount to an allotment of Haj pilgrims’ quota to the operators.
Under Clause 4.4 of the HGO Policy, selected Lead HGOs have been directed to constitute Combined Haj Group Organisers (CHGOs) by bringing together eligible HGOs from different categories, preferably including operators that were part of the respective CHGO during the previous Haj. The combined quota of each CHGO is to be kept as close as possible to 2,000 pilgrims.
Each CHGO must include at least one Category-I Lead HGO, one Category-I Non-Lead HGO and one new Category-II HGO.
The Lead HGO is required to submit details of the CHGO’s constitution to the Ministry within three days.
For the J&K operators, the next crucial step is therefore the formation of CHGOs and subsequent allocation of pilgrim quotas. Bookings for Haj 2027 cannot commence on the basis of the eligibility list alone. Operators will be able to begin bookings only after the CHGO formation is completed and formal quota-allotment letters are issued, following which the details will be notified to the public.
