SRINAGAR: Banks have disbursed 29 loans amounting to Rs 3.97 crore in Jammu and Kashmir against SVAMITVA property cards, according to data placed before the Lok Sabha on Tuesday.
The Union Ministry of Panchayati Raj said 2.72 crore property cards had been distributed across the country as of August 5, 2026, including 1.04 crore in Uttar Pradesh. Nationally, 11,147 loans worth Rs 1,713.68 crore have been disbursed against SVAMITVA property cards.
Jammu and Kashmir accounted for 29 of these loans, with a total amount of Rs 397.21 lakh (Rs 3.97 crore) disbursed, according to the ministry’s state-wise data.
Rajasthan recorded the highest number of loans at 8,808, involving Rs 1,519.68 crore, followed by Madhya Pradesh with 2,202 loans worth Rs 177.77 crore. Ladakh recorded nine loans amounting to Rs 1.61 crore.
The ministry, however, said it does not maintain data on cases where banks have refused to accept SVAMITVA property cards as collateral.
The government said the Ministry of Panchayati Raj, Department of Financial Services and State Revenue Departments are working together to facilitate acceptance of property cards for bank loans. State governments are also using State Level Bankers’ Committee platforms to streamline the process.
The SVAMITVA scheme aims to provide rural property owners with Records of Rights by using drone surveys and Continuously Operating Reference Stations technology to accurately demarcate inhabited village areas.
The ministry said it does not maintain details of family disputes and litigation arising from alleged incorrect demarcation of abadi land.
It stated that draft maps prepared after drone surveys are published by State governments to enable residents to submit claims and objections under the relevant State revenue laws. Ground verification and public scrutiny are undertaken before ownership records are finalised.
The government further said that where competent authorities identify genuine technical issues or deficiencies in surveys, corrective measures, including re-flying of drones, are undertaken as required.
