SRINAGAR: Lieutenant Governor Manoj Sinha inaugurated a two-day training programme aimed at strengthening child protection systems in Jammu and Kashmir. The event, attended by police officials and stakeholders, underscored the government’s commitment to the theme ‘Leave No Child Behind’.

In his address, the Lt Governor highlighted significant reforms implemented in recent years. He noted that prior to 2019, Jammu and Kashmir lacked a structured adoption mechanism. “We have since established the UT Level Adoption Resource Agency, with 12 Specialised Adoption Agencies and Cradle Baby Reception facilities now operational across the Union Territory.”

He extended congratulations to stakeholders for their achievements in childcare, adoption, and the streamlining of the legal adoption process. “Since 2022-23, 34 children have found homes, with 47 childcare institutions like ‘Palash’ and ‘Parisha’ for both boys and girls established.”

Furthermore, under the guidance of the PM Modi, the process of adopting elder children has been simplified. In January 2023, the Foster Care Fund was approved under the Juvenile Justice Act, enhancing support for vulnerable children in need.

Addressing the gathering, Lt Governor Sinha emphasised the importance of providing a caring home for every child. “Under the guidance of Prime Minister Modi, the administration is actively working to connect vulnerable children with appropriate support systems, empowering them to contribute to the nation’s development.”

The Lt Governor urged police and security forces to take preemptive measures to safeguard innocent children from falling victim to nefarious designs. “Those elements responsible for terrorism in J&K are making malicious attempts to lure young boys and girls into unlawful activities. Our police and security forces must remain vigilant. ‘Don’t Touch the Innocent and Don’t Spare the Culprit’ is our policy, he said.

LG Sinha called upon all sections of society to fulfil their responsibility towards vulnerable children, especially those impacted by the Covid-19 pandemic. He stressed the need for dedicated efforts at the Panchayat level to ensure the holistic development of children under Mission Vatsalya.
