SRINAGAR: The Anti-Corruption Bureau (ACB) has registered a case against a former Assistant Commissioner (Revenue), Jammu, and four private beneficiaries over alleged irregularities in granting permissions for the transfer of land recorded as “Gair Mumkin Khad”.
The FIR, registered as No. 12/2026 at Police Station ACB Central, Jammu, follows the outcome of a preliminary enquiry conducted by the bureau.
According to the ACB, Nisar Ahmad Shad, who was serving as Assistant Commissioner (Revenue), Jammu, between May 23 and July 11, 2018, allegedly abused his official position by granting nine permissions for the alienation or transfer of Gair Mumkin Khad land in Chowadi and Deeli areas of Jammu.
The permissions were allegedly issued in violation of applicable revenue laws, government orders and directions of the High Court concerning land classified as “Gair Mumkin Khad”.
The preliminary enquiry also found that the permissions were shown to have been granted with the approval of the Deputy Commissioner, Jammu. However, verification by the ACB with the Deputy Commissioner’s office found that no such approval, note sheet or formal delegation order was available on record.
The bureau has booked the accused under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Sections 120-B, 467, 468 and 471 of the RPC.
Further investigation is underway.
