SRINAGAR: The Jammu & Kashmir government, in its Vision Document 2047, has laid out plans for adopting non-lethal strategies from around the world to enhance the safety and security of the common populace in the Union Territory.

This document outlines a commitment to embracing the best practices related to non-lethal strategies. The aim is to create an environment where ordinary citizens can feel more secure and confident about the safety of their lives and property.

The document acknowledges that J&K has grappled with various forms of militants and insurgency over the past few decades, leading to internal law and order challenges. To address these issues, the government emphasises the need for non-lethal approaches, which encompass non-lethal weapons, counter-radicalisation methods, and effective counseling measures. These strategies have, thus far, resulted in minimal civilian casualties, the document asserts.

Released in May 2023, the Vision Document 2047 serves as a roadmap for Jammu & Kashmir’s mid-term and long-term goals. It offers comprehensive guidance for all government departments, outlining their development and operational plans through 2047.

Additionally, the document underscores the importance of stringent law enforcement to tackle elements detrimental to societal peace.

Furthermore, the J&K government has proposed a review of existing laws to ensure their alignment with contemporary requirements. The Home department, responsible for administering various central and UT-specific laws, is currently engaged in this ongoing process. Notable laws under scrutiny include the Police Act of 1927, the J&K Home Guards Act-1949, and the Fire Force Act. The Vision Document 2047 emphasises that people’s expectations will be considered in the law review process.

The roadmap also encompasses several other initiatives, such as promoting people-friendly policing, efficient cadre management, the gradual introduction of new technologies, the maintenance of a criminal database, and comprehensive measures for the welfare of police personnel. (KNO)
