To address the issue of unemployment, government has announced major reforms in the existing system of employment department.

Finance minister, Haseeb Drabu while delivering the budget speech in the Jammu and Kashmir Legislature has proposed some “holistic measures” to address the issue of unemployment.

“Aadhaar-seeded registration with the Employment department shall be made mandatory for applying to Government jobs as well as applying for employment schemes of the Government. The Employment department shall maintain a centralised database of unemployed youth thus registered and update the list regularly. This will provide the much-needed real-time unemployment data to the state for future employment related interventions,” he said.

All the state-sponsored credit-linked self-employment schemes, Drabu said, shall be subsumed into a single sector-agnostic credit linked which shall be implemented by the Employment Department.

The State Level Bankers’ Committee has been asked to develop a credit-linked programme. “The programme will incorporate hassle-free features available for access to institutional finance by the start-ups. The Government shall further incentivize the scheme by appropriate and adequate interest subventions,” he added.

All the beneficiaries of the said scheme shall have to mandatorily undergo a comprehensive Entrepreneurship Development Program through RSETIS and J&K EDI so as to equip them with basic managerial and enterprise creation skills, he said.

A proper sanctioning mechanism on the pattern of the erstwhile Seed Capital Fund Scheme shall be put in place for sanctioning of the cases under the scheme under a single window system.

As a part of Structured Awareness Programme, the employment department shall reach out to students to raise awareness about various entrepreneurial opportunities.

“The Employment Department shall design a Structured Awareness Programme and implement it at the grass-root level in collaboration with Educational Institutions and Panchayats etc. for creating public awareness regarding the initiative as well fostering entrepreneurial mind-set among the youth,” he said.
