Not a single vote was polled in Bugam village of district Kulgam till 12 noon and clashes were going on in Kaimoh and adjoining villages as youth protesting against the elections on Tuesday.
Reports said that Bugam village in Kulgam assembly segment is observing boycott and people have decided to remain indoors on the polling day.
Meanwhile, youth took to streets in Khudwani, Redwani and Rampur areas of the Homshalibugh assembly segment and clashed with forces resulting in a low turnout of voting.
