The chargesheet names Mushtaq Ahmad Bhat of Babapora Qazigund, a former Patwari of Halqa Khandipahari Anantnag, and Mohammad Yousuf Dar of Khandipahari Harnag. The case stems from a complaint alleging that Bhat conspired with the complainant’s brothers to manipulate land records pertaining to Khewat Nos. 05 and 07 at Khandipahari Harnag, despite a status quo order issued by a competent court and reflected in official revenue records.

Investigators found that the Patwari concealed the court order, facilitated the sale of part of the disputed land, and prepared fraudulent mutations. Dar was found to have procured a forged gift deed purportedly executed by his mother, with alleged witnesses denying any knowledge of the document.

The complaint also asserted that the Patwari demanded money for issuing revenue extracts and that no action was taken by senior revenue officials despite repeated representations.

Following a preliminary enquiry, Crime Branch Kashmir registered FIR No. 45/2015 under sections 420, 468, 471 and 120-B of the Ranbir Penal Code, as well as section 5(2) of the Prevention of Corruption Act. The chargesheet has now been produced for judicial scrutiny.

Both accused have been remanded to judicial custody.
