The first phase, known as the houselisting and housing census, will be conducted over a 30-day period to be notified separately by each State and Union Territory. The exercise will take place between April 1 and September 30 this year.

During the survey, enumerators will collect details related to housing conditions, including ownership status, usage of the house, construction material of the floor, walls and roof, number of rooms, and the sex of the head of the household. Information will also be gathered on the condition of the house and the number of persons normally residing in it.

Officials said enumerators will record particulars of the head of the household, such as name, sex and social category, including whether the household belongs to Scheduled Caste, Scheduled Tribe or other communities, along with ownership details.

Data on basic household amenities will also be collected, including the main source of drinking water, electricity, type of latrine, wastewater outlet, bathing facility, availability of kitchen, LPG or PNG connection, and the primary fuel used for cooking.

The census questionnaire will further include information on household assets such as radio or transistor, television, internet access, digital devices including computers, laptops and mobile phones, type of vehicle owned, the main cereal consumed, and a mobile number for census-related communication.

Officials said citizens will also have the option of self-enumeration, which will be available for a 15-day period prior to the start of the houselisting operations.

The Census 2027 will be conducted in two phases — the houselisting and housing census from April to September 2026, followed by population enumeration in February 2027.
