Though claiming that the funds under centrally sponsored schemes do not lapse, government informed the just concluded autumn session of assembly that at the end of 2012-13, out of total availability of central share Rs 4703.31crore, an amount of Rs1150.55 crore has remained unutilized.

Giving details, the government stated that the unspent funds are under different centrally sponsored schemes and now being utilized by the department’s in the current year after being re validated.

When asked the reason, the government states that though the decisions taken in district development board meetings are implanted promptly, but the decisions involving policy matters and having huge financial implication are being critically examined and implemented subject to availability of resources.

It also said that developmental works have not been hampered for want of matching state share as the data says that during the year 2012-13 an amount of Rs 754.88 crore was provided by the state planning department for the implementation of the centrally sponsored schemes, against which Rs 688.82 crore has been spent ending march 2013.
