SRINAGAR: The Union Ministry of New and Renewable Energy (MNRE) on Tuesday said it regularly reviews the implementation of renewable energy schemes in Jammu and Kashmir, while revealing that no projects have been sanctioned under the National Green Hydrogen Mission and the Bioenergy Programme in the Union Territory during the last five years.
Replying to an unstarred question by Rajya Sabha member Ghulam Ali, Minister of State for New and Renewable Energy and Power Shripad Yesso Naik said the Centre continuously monitors the progress of flagship schemes, including PM Surya Ghar: Muft Bijli Yojana (PMSGMBY), PM-KUSUM, the Grid Connected Rooftop Solar Programme, and other renewable energy initiatives in Jammu and Kashmir.
The minister said the PM Surya Ghar: Muft Bijli Yojana, launched in February 2024 after subsuming the Grid Connected Rooftop Solar Programme (Phase-II), is a demand-driven scheme. He said the pace of rooftop solar installations depends on beneficiary applications and timely action by vendors, DISCOMs, financing institutions and consumers. The government, he added, has been taking corrective measures to streamline implementation and accelerate installations.
On PM-KUSUM, the Centre said the scheme has been extended till March 2027 for projects where power purchase agreements were signed by December 31, 2025. Jammu and Kashmir had initially been sanctioned 20 MW under Component-A and 4,000 pumps under Component-C, but both allocations were cancelled due to lack of progress. However, under Component-B, the Union Territory was allotted 5,000 solar pumps, of which 4,876 have already been installed.
The ministry informed Parliament that Rs 278.55 crore has been released under rooftop solar programmes and Rs 34.11 crore under PM-KUSUM for Jammu and Kashmir over the last five years, taking the total central assistance under the two schemes to Rs 312.66 crore.
According to the district-wise data placed before Parliament, Jammu district has recorded the highest number of rooftop solar installations under the earlier Grid Connected Rooftop Solar Programme with 3,296 installations, followed by Srinagar with 1,255. Under the PM Surya Ghar scheme, Srinagar has the highest number of completed installations at 6,518, followed by Jammu (5,520) and Kupwara (3,863). Across Jammu and Kashmir, 85,908 applications have been received under the scheme, resulting in 39,160 installations as of July 28, 2026.
The Centre said the renewable energy schemes are expected to reduce electricity bills, provide reliable daytime power for irrigation, cut diesel consumption, lower subsidy burdens on DISCOMs, generate employment, improve electricity access in remote and tribal areas, and strengthen energy security.
The ministry also clarified that no projects have been sanctioned in Jammu and Kashmir under the National Green Hydrogen Mission or the Bioenergy Programme during the last five years. It further said no financial assistance scheme for Small Hydro Power projects was operational in the country during this period.
