Chief Secretary Chairs SEC Meet, Rs 1.72 Cr Approved for Disaster Preparedness

   

SRINAGAR: Chief Secretary Atal Dulloo on Tuesday chaired the second State Executive Committee (SEC) meeting of the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) to review disaster preparedness and assess the allocation and utilisation of the State Disaster Response Fund (SDRF).

As part of strengthening civil defence infrastructure across districts, the SEC approved the release of Rs 1.72 crore under preparedness and capacity-building initiatives. The funds will be utilised by the Commandant General, Civil Defence for the procurement of sirens and generators in all districts.

To promote community-based disaster management, the SEC also approved the release of Rs 4 lakh to National Cadet Corps (NCC) units in Degree Colleges of Jammu, Reasi, Srinagar, and Anantnag in the first phase. The funds will support training programmes focused on disaster preparedness and response.

The Committee further considered a proposal to nominate the Director General of Police (DGP) as an ex-officio member of the SEC by amending the Jammu and Kashmir Disaster Management Rules, 2007.

During the meeting, Chief Secretary Atal Dulloo stressed the importance of efficient utilisation of existing resources to improve response times, reduce casualties, and minimise damage during disasters. He emphasised that preparedness and timely response are key to mitigating risks in the disaster-prone region.

The SEC also reaffirmed its commitment to ensuring transparent and accountable use of SDRF funds. The Committee resolved to hold regular reviews to monitor progress and address any gaps in the disaster management system.

The meeting was attended by Principal Secretary Home Chandraker Bharti, Principal Chief Conservator of Forests Suresh Kumar Gupta, and other senior officials.
