SRINAGAR: Jammu and Kashmir Chief Secretary Atal Dulloo on Thursday reviewed the progress of various IT and e-Governance projects being implemented across departments in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), directing officials to ensure their timely completion and effective delivery of public services.
The review meeting, attended by Commissioner Secretary, IT, Saurabh Bhagat, Special Director General, BISAG-N, Vinay Thakur, administrative secretaries, heads of departments, senior police officers, NIC representatives and other stakeholders, assessed the status of ongoing digital initiatives, identified bottlenecks and discussed measures to speed up implementation.
Dulloo said digital transformation was a key component of governance reforms and directed departments to work closely with BISAG-N to complete pending modules. He stressed that technology interventions should focus on improving public service delivery, simplifying procedures, ensuring accountability and enhancing citizens’ convenience.
He also called for strict adherence to project timelines, seamless integration of departmental databases, continuous monitoring and adoption of emerging technologies, including Artificial Intelligence, wherever feasible.
During the meeting, officials informed that the Finance Department’s AI-based GST Analytics and Fraud Detection Portal had strengthened tax compliance through advanced analytics. More than 4,300 notices have been issued based on the portal’s findings, leading to significant revenue recovery. The system has also been upgraded with enhanced reporting modules and action taken report monitoring.
The meeting reviewed the Power Development Department’s End-to-End Energy Tracking and Management System (EETMS), which has entered the operational deployment phase with live dashboards, role-based access and MIS reports across power sector corporations. The system is also being integrated with automated alerts and will later incorporate AI and machine learning for demand forecasting and predictive maintenance.
The Integrated Mining Surveillance System (IMSS) of the Mining Department, which uses satellite imagery and geo-spatial technology to detect illegal mining and monitor mineral transportation, was also reviewed. Officials said thousands of mineral transport vehicles have been integrated with the platform to enable automated alerts and improved enforcement.
The Chief Secretary was informed that the JK e-Pathshala Educational Television Channel under the School Education Department was broadcasting curriculum-based content round the clock, improving access to learning resources, especially for students in remote areas.
The Tourism Department presented the progress of the redesigned JK Tourism Web Portal and mobile application, which includes an AI-powered chatbot, itinerary planning, tourist information, hotel and transport onboarding and digital payment facilities.
The meeting also reviewed digital initiatives of the Agriculture Production Department, including Kisan Khidmat Ghar, Kisan Sathi, Daksh Kisan and the JKCIP Portal, aimed at improving digital services, monitoring schemes and providing technology-based support to farmers.
Dulloo directed agencies handling the JK Samadhan grievance redressal platform to complete pending improvements at the earliest. The Revenue Department also presented updates on land record modernisation, digitisation of Jamabandis, workflow automation and mutation management systems.
Several other digital projects, including the Single Window System for Recruitment Rules, Unified Cooperative Dashboard, PMAY-Urban 2.0 Household Survey Application, Mission YUVA Mobile Application, JK SeHAT Mobile Application, District Good Governance Dashboard, Family ID Project, Industrial Mapping Application, Forest e-Behak System, Anganwadi GIS Tracking Platform and PWD Digital Project Monitoring System were also reviewed.
The meeting concluded with directions for regular monitoring, better coordination among departments and early operationalisation of pending digital governance projects across Jammu and Kashmir.
