Civil Secretariat Employees Coordination Committee Tuesday held a meeting under the chairpersonship of Ghulam Rasool Mir to review the progress regarding career progression of non-gazetted/ class-IV employees and pay anomaly. Among others President Lower Grade Employees, Maqbool Hussain was also present in the meeting.

Expressing disheartenment over the poor response, delaying tactics on behalf of the government with regard to career progression of non-gazetted/Class IV employees and pay anomaly, Mir said, they have been taking up the issue regularly with the concerned government authorities, however, no decision has yet been taken to address this long pending issue.

Recently General Administration Department has submitted action taken report in response to employees issues before the Hon’ble Governor which clearly indicates that government is not serious in resolving these long pending issues.

The Civil Secretariat Employees Coordination Committee had also brought up the issue before the former Chief Minister, late Mufti Mohammad Sayeed, who assured that these issues shall be addressed. Further, the matter was also brought to the notice of present Chief Minister, Ms Mehbooba Mufti, Deputy Chief Minister Dr Nirmal Singh and Finance Minister, Dr Haseeb Drabu and other Cabinet Ministers.

Despite repeated assurances by higher ups in the Government, till date nothing has been done and it appears that Government is not serious in solving the genuine needs of the non-gazetted employees/ Class IV Employees as far as their career progression is concerned.

“While decisions regarding cadre review of J&K cadre of IAS, cadre review of KAS have been taken and Governor had convened a special SAC meeting in this regard which cabinet has cleared. In the Cabinet meeting cadre review of KPS was also discussed, the service & promotion related issues of non-gazetted/ class-IV employees seems to unfortunately miss the attention of the Government.

With regard to pay anomaly, the government has already resolved the pay anomaly of influential employees left same issue of the poor employees unresolved. Now Civil Secretariat Employees Coordination Committee has decided to boycott the current assembly session as per programme as under:

Civil Secretariat Employees Coordination Committee still hoped that Government will take a considerate view on the matter and take concrete steps to address the genuine demands of the employees to avoid confrontation. (KNS)
