CM Omar Abdullah Writes to Chief Secretary Over Alleged Abuse of JKAS Officer

SRINAGAR: Jammu and Kashmir Chief Minister Omar Abdullah has written to the Chief Secretary to ensure that a female Jammu and Kashmir Administrative Service (JKAS) officer does not face retaliation following allegations that she was verbally abused by a senior IAS officer during an official virtual meeting.

National Conference chief spokesperson Tanvir Sadiq disclosed the development in a post on X, saying the Chief Minister had taken serious note of the matter and emphasised the need for accountability in the administration.

“The Hon’ble @CM_JnK @OmarAbdullah has taken serious note of the matter and written to the Chief Secretary to ensure that the JKAS officer faces no retribution. Accountability must prevail, and no one should be allowed to misuse their position to intimidate or victimise others,” Sadiq said.

The controversy followed the circulation of a video on social media purportedly showing Kumar Rajeev Ranjan, a 2010-batch IAS officer serving as Administrative Secretary of the Labour and Employment Department, allegedly directing abusive remarks at Beenish Wani, Assistant Director, Employment and Counselling, Ganderbal, during a review meeting of the Mission Youth Upliftment and Vibrant Advancement (YUVA) initiative.

In the purported recording, Ranjan is allegedly heard using an abusive expression against Wani and saying he could “always talk to her like this”. The clip also appears to show him instructing officials in his chamber to prepare her suspension order immediately.

The Labour and Employment Department, under Ranjan’s administrative control, has disputed the authenticity of the viral video.

Sadiq also invoked the demand for restoration of full statehood to Jammu and Kashmir, arguing that it was important for ensuring greater accountability in the administration.

“Had J&K been a full state, Kumar Rajiv Ranjan would have been attached to the GAD pending a formal inquiry into his conduct,” Sadiq said.

He alleged that influential officials continued to undermine the demand for statehood and maintained that public servants in positions of authority must be held accountable for their conduct.

Separately, another purported video from the same meeting has raised questions about the civil service recruitment process in Jammu and Kashmir. The officer featured in the clip is allegedly heard making remarks suggesting that some candidates enter the service through what he described as a “setting” method.
