SRINAGAR: Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday said the newly notified Homestay Policy 2026 would help expand tourist accommodation, promote local entrepreneurship and create livelihood opportunities, particularly in rural, border, heritage and emerging tourist destinations.
The policy, approved by the Council of Ministers chaired by the Chief Minister, introduces a simplified registration system with Silver and Gold classifications based on facilities, hygiene and safety standards.
Under the framework, resident homeowners can register their properties as homestays and host tourists, providing visitors with opportunities to experience the region’s culture and hospitality while generating additional income. Eligible residential properties can also be registered as Bed and Breakfast establishments to expand accommodation options.
The policy provides for provisional Silver registration within 28 days of receiving a complete application. The provisional registration will remain valid for six months.
It also envisages financial assistance, including a subsidy of up to 35 per cent under the Prime Minister’s Employment Generation Programme (PMEGP), subject to a maximum project funding limit of Rs 20 lakh and applicable scheme guidelines.
Eligible homestay operators will be entitled to domestic electricity and water tariffs instead of commercial rates, according to the policy details. The framework also provides for solar subsidies under the PM Surya Ghar scheme and access to low-cost credit through Jammu and Kashmir Bank, subject to the relevant schemes and guidelines.
Abdullah said the policy would help extend tourism beyond traditional destinations, strengthen local economies and promote Jammu and Kashmir’s heritage, while ensuring that tourism-related opportunities reach communities across the Union Territory.
The initiative is aimed at increasing community participation in tourism and widening the range of accommodation available to visitors.
