Former Chief Justice Bilal Ahmed Nazki, who was recently appointed as Chairperson of the State Human Rights Commission, assumed charge here on Friday.

The post was vacant since 2011 and the State High Court had asked the state government to take appropriate steps to expeditiously fill it up.

The court, acting on a PIL filed by MM Shuja, General Secretary JK People’s Forum had expressed concern over the Commission remaining headless for the last five years and asked the state to constitute a search committee to find a suitable person for the post at an early date.

Accordingly, on 24 October last month Jammu and Kashmir Governor N N Vohra appointed former Chief Justice of Orissa High Court Bilal Nazki as the chairperson of the State Human Rights Commission and Jang Bahadur Singh Jamwal, District and Session Judge (retired) as Member of the Commission.

The Government is yet to fill up the posts of three members.

Justice Nazki retired as Chief Justice of Orissa High Court in November 2009 and was later appointed as the chairperson of Human Rights Commission of Bihar.

He also headed the committee set up by the Centre to review the functioning of the Haj Committee of India and its state units in 2013.

While the SHRC was without a permanent chairperson since 2011, it became non-functional since June 2014 after the last of its members completed their term.

Talking to news agency CNS, the new Chairman said that he will try his best to deliver the goods. “We have to do a lot of things. A large number of cases are pending with the Commission. To settle those and make the Commission vibrant, we all have to work hard,” he said.
