Estimates Committee to Scrutinise Fund Utilisation of Development Projects

   

SRINAGAR: The Chairperson of the Committee on Estimates, Shamim Firdous, on Wednesday emphasised that the Committee would examine whether the funds allocated for various developmental projects under budgetary provisions have been properly utilised across Jammu and Kashmir.

She was addressing the introductory-cum-review meeting of the Committee held at the Assembly Complex in Srinagar. The session marked the formal launch of the Committee’s oversight activities for the current financial cycle.

Members Ghulam Ahmad Mir, Abdul Majid Bhat (Larmi), Pawan Kumar Gupta, Chander Prakash Ganga, Pyare Lal Sharma, and Arjun Singh Raju attended the meeting, along with Secretary of the Legislative Assembly Manoj Kumar Pandita, who welcomed the participants and discussed the Committee’s mandate.

Senior officials including Director General, Accounts and Treasuries, Fayaz A Lone, and Director General, Budget, MS Malik, were also present.

The Chairperson said that beyond reviewing fund utilisation, the Committee would recommend effective and alternative policy measures to improve administrative efficiency and overall governance. She added that a final report will be compiled to suggest structural and procedural reforms aligned with the Committee’s mandate.

The Committee resolved to undertake department-wise reviews, scrutinising budget estimates and comparing original allocations with revised estimates and actual expenditure on development schemes.

Members actively contributed to the discussion, raising concerns and offering suggestions regarding fund usage and the need for timely execution of sanctioned projects. They reaffirmed their commitment to ensuring financial accountability and advancing regional development through effective legislative oversight.
