Prakash was remembered in police, administrative and political circles for a high-profile confrontation with former Jammu and Kashmir Chief Minister Ghulam Mohammad Shah, popularly known as GM Shah.

He served in the erstwhile state during a politically turbulent period, holding several senior field and supervisory assignments across the region. Colleagues and contemporaries recalled him as an officer who upheld professional standards.

Shah was Chief Minister from July 1984 to March 1986. He assumed office after a split in the National Conference led to the fall of Farooq Abdullah’s government in July 1984 and formed a government with the support of the Congress legislature party.

His tenure was marked by political uncertainty and strained relations with sections of the administration. The government was dismissed in March 1986 after Congress withdrew its support, leading to the imposition of Governor’s Rule.

Prakash’s reported confrontation with Shah remains a notable episode associated with his service in Jammu and Kashmir.
