The officers appointed on a stop-gap basis include Mohd Hanief, Showkat Hussain, Rakesh Kumar Gupta, Jugal Kishore Nagotra, Naseeb Chand, Dev Raj Bhagat, Zakir Hussain, and Muneer Hussain. The order specifies that the appointments are purely administrative, intended to meet temporary exigencies, and do not confer any preferential right for promotion. It also states that the placement is subject to the superior claim of any eligible officer or any pending legal proceedings, and junior officers may be reverted to their previous positions if the requirement for deputation ends.

Alongside these appointments, the government issued temporary transfers of Chief Engineers to ensure smooth functioning. Mohd Hanief has been placed as I/C Chief Engineer in the PHE Jammu division, while Showkat Hussain has been assigned to PHE Kashmir. Rakesh Kumar Gupta will take charge as I/C Chief Engineer in PHE Kashmir from 1 September, following the retirement of the current incumbent. Jugal Kishore Nagotra has been posted as I/C Chief Engineer of UEED J&K. In the JKPDC, Dev Raj Bhagat, Naseeb Chand, Zakir Hussain, and Muneer Hussain have all been appointed as I/C Chief Engineers.

The officers have been directed to join their new postings immediately, with the exception of Rakesh Kumar Gupta, whose assignment will take effect from 1 September. The order was issued by Shaleen Kabra, IAS, Financial Commissioner (ACS) of the Jal Shakti Department.
