SRINAGAR: The Jammu and Kashmir Government has delegated Drawing and Disbursing Officer (DDO) powers to officers of nine headless educational institutions and offices in the Kashmir division, pending regular arrangements, officials said.
According to a government order issued by the School Education Department, the delegation has been made to ensure smooth financial functioning of the affected institutions till permanent postings are finalised .
The order states that the delegated powers are strictly meant for drawing and disbursing purposes and shall not be used for any other function. The delegation has been accorded in reference to a proposal from the Director of School Education Kashmir dated December 27, 2025.
As per the order, DDO powers have been assigned across districts including Baramulla, Kulgam, Pulwama and Srinagar. In Baramulla, the headmaster of High School Brathkalan has been assigned DDO powers for High School Rampora. In Kulgam district, similar arrangements have been made for Government High School Chowgam, High School Tarigam, Higher Secondary School Manzgam, Higher Secondary School Khull Noorabad, High School Khrewan and High School Hablshi, with DDO powers assigned to principals or heads of nearby institutions.
In Pulwama district, DDO powers for High School Ratnipora have been delegated to the headmaster of High School Pahnoo, while in Srinagar, the principal of Boys Higher Secondary School Batamaloo has been assigned DDO powers for BHSS Chattabal.
Officials said the move aims to prevent disruption of salary disbursement and routine financial operations in institutions currently without designated drawing and disbursing officers.
