In a written reply to BJP legislator Balwant Singh Mankotia in the Assembly, the Chief Minister said the Council of Ministers had taken the decision, which was formalised through a government order issued on January 2. Under the order, each landless family rendered homeless by floods, landslides, cloudbursts, or earthquakes in Jammu and Kashmir will receive five marlas (1.60 acre) of state land for residential purposes on a lease basis, without any premium.

He added that beneficiaries will be required to pay an annual ground rent of Rs 10 per marla for 40 years, with the possibility of extension as per rules and approval from the competent authority. The allotment will be subject to conditions specified in the government order.

Abdullah also stated that over 6,400 families affected by flash floods and landslides in Udhampur district have already received financial assistance exceeding Rs 23.49 crore.
