A scam has surfaced in Shopian district, where in a particular group of people including some Panches, allegedly has been benefited under the Indira Aawaas Yougna (IAY) scheme, which is otherwise meant for the homeless citizens.

The district administration has immediately attached a Village Level Worker, accused of violating the norms, to please a particular political party, and a three member committee has been constituted to probe the allegations submitted in writing to the Deputy Commissioner Shopian.

Indira Aawaas Yougna (IAY), a scheme meant for the weaker sections of the society has become a ‘scheme of favorites’ in the Hill District Shopian.

The beneficiaries are either already having concrete houses or have already taken the benefits.

The list available with Kashmir life confirms that a number of political workers of a particular political party have ‘snatching’ the rights of needy people.

Village Level Worker of the area namely Bashir Ahmad has been attached to deputy commissioner’s office after a complaint from one Bashir Ahmad Paswal of Bohrihalan, Mohamma Yousuf Gorsi son of kala Gorsi, Dilshada W/o Baja Kalass, Manzoor Ahmad Paswan s/o Habib ullah Paswaan against the said VLW.

According to the complaint, “Manzoor Ahmad Paswal, the VLW took a sum of 10000 from him for induction of his name in the list and a sum of 12000 from Bashir Ahmad Paswal.”

On December 15, 2013 a list of 139 beneficiaries was published in a local daily for filing objections if any, in three days as the sanction was made to 213 people.

Sources said that keeping only three days for filing objections in itself was a violation of the norms which is 15 days minimum.

When contacted ACD Shopian, Gulzar Ahmad told this reporter that the complainants have withdrawn their compliant and there is nothing against the VLW now.

However, deputy commissioner Shopian Bashir Ahmad Bhat admitted that some people approached him in his office complaining against the VLW, Bashir Ahmad and he immediately attached him with his office under order no DDC.S/PA/A/14/1774

He also said that a three member committee has been constituted which is headed by Sajad Hussain Ganai, ADC Shopian to investigate the matter.

According to sources the complainer has leveled serious allegations and pointed towards alleged bungling in his complaint.

According to the compliant, as many as twelve persons (The names of whom are with the Kashmir Life), including Punches who have their concrete houses have been benefited through the scheme and the needy ones have been kept aside violating all the set norms.

Sources said that all the beneficiaries belong to a particular political party.
