SRINAGAR: PDP leader Iltija Mufti on Sunday asked the Jammu and Kashmir Government to explain why hundreds of crores of rupees are being spent on outsourcing jobs to private companies, who selected the firms, and whether the recruitment process was conducted transparently.

In a post on X, Mufti questioned the basis on which people were being engaged through private companies and asked whether the contracts and recruitment details would be made public.
Her remarks came alongside the data she attached to the post, which lists outsourcing arrangements across a wide range of government departments and units, including IT, Culture, School Education, Youth Services and Sports, Transport, Tribal Affairs, Labour and Employment, Finance, Social Welfare, Higher Education, PWD, H and UDD, Forests, Rural Development, Health and Medical Education, Skill Development and others. The document shows payments ranging from monthly lakhs to annual allocations running into crores of rupees.
The data shows, among other entries, that the School Education Department has outsourced contractual staff, vocational trainers, vocational coordinators and sanitation workers through several firms, with an annual expenditure of Rs 12,01,57,752. It also records the Social Welfare Department’s outsourcing of 1,185 positions under Mission Vatsalya, 11 DSWO Jammu posts and two Mission Shakti posts at a combined annual cost of Rs 20,37,52,158.
It further shows the Rural Development Department outsourcing 52 positions at a cost of Rs 43.25 crore, while the Health and Medical Education sector lists outsourced manpower across Associated Hospitals Jammu, GMC Jammu, GMC Srinagar, GMC Anantnag, GMC Baramulla, GMC Kathua, GMC Doda, SKIMS MCH Bemina, GDC Srinagar, GUMC Ganderbal, Directorate of Ayush, GMC Udhampur, SHA JK, JKMSCL, GMC Handwara, Commissioner FADA, DHS Kashmir, GMC Rajouri, NHM J and K and DHS Jammu, with spending running into several crores.
The data also details outsourcing in the Finance, Higher Education, PWD, H and UDD, Forests and Skill Development departments, with multiple private firms named against various categories of manpower and service contracts.
Mufti sought a public explanation of the selection process for the firms named in the list and asked on what basis candidates were being recruited without what she described as a transparent merit-based process. She also called for the contracts and recruitment records to be made public.
