In Kashmir, 278 Kanals Of Land Allotted For Construction Of Migrant Quarters

SRINAGAR: Government allotted 278 kanals of land to Department of Disaster Management, Relief, Rehabilitation and Reconstruction for building of transit accommodation for Kashmiri migrant employees appointed under Prime Minister’s employment package in different parts of Kashmir valley.

An order to this effect was issued by Principal Secretary to the Government, Revenue Department, Shaleen Kabra.

The decision to allot the land was taken in Administrative Council of UT Government on July 24 this year.

Out of 278 kanals of land, 50 kanals has been allotted at Kuthair village in tehsil Shangus of Anantnag district, while 75 kanals was allotted at Odina village of Sonawari tehsil of Bandipora district, 30 Kanals each has allotted at village Mirhama in tehsil and district Kulgam and Barsoo in tehsil Awantipora of Pulwama district and 93 kanals at village Zewan in tehsil Pantha Chowk of Srinagar district.

Quoting official sources newspaper Daily Excelsior reported that about 5000 flats will be constructed for Kashmiri migrant employees appointed under Prime Minister’s employment package at different places in the Valley in five phases. While the land for the flats to be constructed in first four phases has been allotted and construction work on various towers is on at different places, the land at Sheikhpora IInd in Shopian district for fifth phase is yet to be allotted.

According to report sources said 304 Two BHK flats have already been constructed at Vessu in Kulgam district and Sheikhpora in Budgam district in first phase while work is underway on 1056 flats at different places at present. The execution of most of one BHK quarters out of 2748 flats in Third Phase for which the land was allotted today is in tendering process and it will be taken up in hand on war footing, sources added.

For 1000 more flats, the Detailed Project Reports (DPRs) are being prepared which are to be constructed under fourth phase for which 50 kanals of land has been transferred at Ichhgam village in Budgam district and 30 kanals each at Natansoo and Kulangam in Kupwara district, they said.

In addition to it, the Disaster Management and Relief Department has put an requisition for allotment of 80 kanals of land at Sheikhpora IInd in Shopian district for the fifth phase, they added.

They said the R&B and JKPCC will be the constructing agency and the construction work will be undertaken on war footing.

“50 kanals of land has already been allotted in Mattan in Anantnag district, 30 kanals in Shopian and 70 kanals in Barsoo, Awantipora in Pulwama district while construction work on 192 flats is on at Wandhama village in Ganderbal district where 30 kanals of land has already been allotted to the Department. Moreover, work is also on at construction of quarters at Fatehpora in Baramulla district where 192 flats are to be constructed,” Daily Excelsior quoted sources as having said.

They said at Odina, Bandipora where 75 kanals of land was allotted today but the work was already on for construction of 128 flats there while total 30 towers comprising 480 flats are to be constructed at that place.

They added that earlier the delay in construction of quarters at Vessu in Kulgam district and Sheikhpora in Budgam district was due to the fact that the contractors’ payment could not be released because of lack of administrative approval and financial concurrence.

They further added that Central Government had approved only one BHK at Vessu in Kulgam district and Sheikhpora in Budgam district but the then State Government on its own changed it to two BHK as it did not had resources to provide extra funds for the same.

“This resulted in delay in construction as the contractors stopped work for want of payments. However, later the Government granted the Administrative clearance to those quarters also and it is hoped that they will be now completed within stipulated period,” they said.

Sources said that for the remaining flats which were cleared in Administrative Council recently both financial concurrence and administrative approval has been granted and there will be no delay in construction work of these flats now.

Sources said that at Wandhama, Ganderbal the constructing agency has assured the Department to handover the six towers comprising of 96 flats by October or November this year.

Quoting Relief and Rehabilitation Commissioner, T K Bhat Daily Excelsior reported that 278 kanals of land has been allotted to the Department today and the focus of the Department will be totally now that the work on remaining flats is started as early as possible.

He said these quarters will be constructed on Jagti pattern.
