SRINAGAR: The Union Government has said that the AIIMS at Vijaypur in Jammu is functional, while the AIIMS project at Awantipora in Kashmir remains under construction under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
The status was disclosed by the Ministry of Health and Family Welfare in a written reply to an unstarred question in the Lok Sabha on Friday.
According to the Ministry, 22 AIIMS institutions have been approved under PMSSY across the country, of which 18 are functional, while three are under construction and one—AIIMS Darbhanga—is at the pre-investment stage.
Jammu and Kashmir is among the few regions with two AIIMS projects under the scheme, with AIIMS Vijaypur serving the Jammu region and AIIMS Awantipora being developed in south Kashmir.
The Union Government has also approved two Government Medical College/Institution (GMCI) upgradation projects in Jammu and Kashmir under PMSSY. The Government Medical College, Jammu, has received a completed super-speciality block, while Government Medical College, Srinagar, has received a completed Institute of Traumatology.
Nationwide, 75 government medical colleges and institutions have been approved for upgradation under PMSSY, with projects involving super-speciality blocks, trauma care centres, critical healthcare infrastructure and procurement of medical equipment.
The Ministry said PMSSY aims to address regional imbalances in the availability of affordable and reliable tertiary healthcare services and augment facilities for quality medical education.
The scheme has two components—setting up AIIMS institutions and upgrading existing government medical colleges and institutions.
The Centre allocated Rs 8,635 crore under the revised estimate for PMSSY in 2023-24, against which expenditure stood at Rs 8,036.08 crore. In 2024-25, the revised allocation was Rs 9,536 crore, with expenditure of Rs 9,472.10 crore, while in 2025-26, Rs 10,765.60 crore was allocated and Rs 10,764.96 crore spent.
For 2026-27, the Budget Estimate for PMSSY stands at Rs 11,307 crore, with expenditure of Rs 5,738.15 crore recorded as on July 21, 2026.
