SRINAGAR: Jammu and Kashmir has recorded complete onboarding of its village panchayats on the e-GramSwaraj-PFMS interface, with 3,461 Panchayat functionaries trained in digital governance during 2025-26, the Union Government informed the Lok Sabha on Tuesday.
According to data placed before the House by the Ministry of Panchayati Raj, JK had 4,274 participants trained in digital governance in 2023-24, 461 in 2024-25 and 3,461 in 2025-26. No participants were recorded for 2022-23 or 2026-27 up to July 10 under this category.
The Ministry said e-GramSwaraj and AuditOnline are being implemented under the e-Panchayat Mission Mode Project to facilitate digital planning, budgeting, accounting, auditing, asset management and monitoring of Panchayat activities.
For 2025-26, the national data shows 258,725 village panchayats and equivalents, of which 252,864 were onboarded on the e-GramSwaraj-PFMS interface. Online payments were made by 245,839 panchayats, while 250,664 Gram Panchayat Development Plans (GPDPs) were uploaded on the portal.
Jammu and Kashmir is not listed separately in the state-wise e-GramSwaraj adoption table for 2025-26, while the Ministry stated that State/UT-wise implementation details were provided in the annexure.
Under AuditOnline, 233,656 audit reports were generated nationally for the 2024-25 audit period against 257,871 village panchayats and equivalents. Madhya Pradesh generated 20,085 audit reports against 23,011 village panchayats.
The Ministry said e-GramSwaraj has been integrated with the Public Financial Management System (PFMS) for online payments and financial management, the Government e-Marketplace (GeM) for procurement, BHASHINI for multilingual AI-enabled services, BSNL for BharatNet connectivity monitoring and the India Meteorological Department for weather-related information.
The digital governance training under the revamped Rashtriya Gram Swaraj Abhiyan covers elected representatives, Panchayat Secretaries and other functionaries, including training in digital governance, e-Panchayat applications, GPDP preparation, data management and evidence-based planning.
The data also shows that 92,383 participants from Jammu and Kashmir were trained in Panchayat Development Plan preparation in 2022-23, followed by 1,52,495 in 2023-24 and 1,239 in 2024-25. No participants were recorded for 2025-26 or 2026-27 up to July 10 under this category.
The Ministry said the training programmes have improved adoption of e-Panchayat applications, strengthened digital capacity among Panchayat functionaries and enhanced transparency and efficiency in Panchayat governance.
