SRINAGAR: The Jammu and Kashmir Government has allocated Rs 70.14 crore under the UT CAPEX Tribal Plan and another Rs 20 crore under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) for tribal development, according to details placed before the Legislative Assembly.
The figures were provided by the Department of Tribal Affairs in reply to starred question No. 1/6/565, tabled by Kokernag MLA Zafar Ali Khatana, who had sought details of funds received from the Centre and their constituency-wise distribution.
The department said the allocation under UT CAPEX was Rs 7,014 lakh, while Rs 2,000.02 lakh was available under DAJGUA.
For the Tribal Plan, district-wise financial ceilings are determined on the basis of the Scheduled Tribe population recorded in the 2011 Census. The department said the available allocation is distributed among districts in proportion to their ST population.
Works are generally identified and prioritised at the district level by the District Development Commissioners in consultation with MLAs and other public representatives. The process is carried out in accordance with instructions issued by the Tribal Affairs Department.
Once a Tribal Plan is approved for a district, the required Administrative Approval and Technical Sanction for individual works are accorded at the competent district level, within the powers authorised by the department. The plans submitted by the district administrations are then placed before the competent authority in the Tribal Affairs Department for final approval.
The government said district administrations and DDCs therefore undertake the identification, prioritisation and technical vetting or sanctioning of works within their authorised ceilings, while final approval of district-wise Tribal Plans rests with the competent authority in the Tribal Affairs Department.
Infrastructure and water works dominate Jammu plan
The constituency-wise annexure for Jammu district shows Rs 303.03 lakh released during 2026-27 for 58 listed works — 29 ongoing works accounting for Rs 158.11 lakh and 29 new works worth Rs 144.92 lakh.
The projects include roads, retaining and protection walls, drainage, tribal hostels, street lighting, classrooms, graveyard infrastructure, cattle-shed improvements and water-supply facilities.
Several of the Jammu works involve installation of hand pumps and borewells in tribal settlements. The ongoing works include construction of an ST postgraduate girls’ hostel at the Jammu district headquarters, an ST postgraduate boys’ hostel at SKUAST Jammu and road and drainage works in tribal areas.
The new works include water-harvesting tanks, culverts, protection works, drainage and a 63 KVA transformer at the Tribal Bhawan Directorate office at Jagti, Nagrota.
Samba gets Rs 81.18 lakh for listed works
In Samba district, the annexure records 39 works with an approved allocation of Rs 81.18 lakh against an estimated cost of Rs 195.44 lakh.
The works cover the Samba and Vijaypur Assembly constituencies and include roads linking tribal settlements, protection walls, lanes and drains, hand pumps, water-supply schemes, school infrastructure and hostel requirements.
Among the larger allocations are Rs 7 lakh for construction of a road from Jatwal to an ST Basti at Maira in Ghagwal, Rs 6 lakh for a multipurpose hall at Palth Faridabad ST Basti and Rs 4.4 lakh each for hand pumps at an ST Basti in Taj Gujjar Mohallah and at Nalah Kupri.
The list also includes Rs 4.5 lakh each for construction of an additional classroom and washroom at Middle School Pacholi and an additional classroom and washroom at Primary School Boli.
A further work involving construction of a road from Mandal to Gujjar Basti in Baladev, Purmandal, has an approved allocation of Rs 4 lakh under the Vijaypur constituency.
40 works listed for Bani constituency
The Kathua district annexure includes a substantial number of works under the Bani constituency. Forty listed works carry a combined allocation of Rs 62.70 lakh.
The projects include lanes, protection walls, water tanks, community bathrooms, culverts, footpaths and bridges across several panchayats and blocks, including Bani, Duggan and Lohai Malhar.
Among the listed works are construction of a Rs 3 lakh foot bridge in an ST Mohalla at Machedi, a Rs 2 lakh culvert near Pyar Singh’s house in an ST Mohalla at Chak Surjan, and several water tanks and hand pumps in tribal habitations.
The Basohli section of the Kathua plan includes works such as protection walls, lanes and installation of a hand pump, while further works listed in the annexure cover tribal settlements and infrastructure in other parts of the district.
The government has said the constituency and district-level works are to be undertaken within the authorised financial ceilings, with their selection and prioritisation carried out through the district administration under the Tribal Plan framework.
