SRINAGAR: The Committee on Subordinate Legislation of the Jammu and Kashmir Legislative Assembly has stressed the need to expedite the finalisation of recruitment rules for the Health and Medical Education Department, warning that prolonged delays affect the functioning of institutions and employees’ service interests.
The committee, chaired by Muzaffar Iqbal Khan, reviewed the progress of recruitment rules and related matters at a meeting held at the J&K Legislative Assembly Secretariat in Srinagar on Monday.
The Commissioner Secretary, ARI and Training Department, Shabnam Kamili, informed the committee that draft recruitment rules were being processed and would be finalised after obtaining the Finance Department’s concurrence.
Khan directed the concerned departments to prioritise the process and complete the requisite formalities at the earliest, highlighting the implications of delays for healthcare institutions and employees’ career prospects.
The committee also called for the adoption of uniform or model recruitment rules for medical and dental colleges wherever posts, requirements and recruitment procedures were substantially similar, instead of framing separate rules for each institution.
Members were informed that the ARI and Training Department had already shared a format with the Health and Medical Education Department to facilitate the preparation of model recruitment rules for all medical and dental colleges.
The meeting was attended by committee members Hilal Akbar Lone, Bashir Ahmad Veeri, Bharat Bhushan, Sheikh Khursheed and Peerzad Feroz Ahmad.
Commissioner Secretary, Law, Justice and Parliamentary Affairs, Achal Sethi, along with senior officers from the concerned departments and organisations and officials of the Legislative Assembly Secretariat, also attended the meeting.
