SRINAGAR: The Jammu and Kashmir Council of Ministers, headed by Chief Minister Omar Abdullah, is scheduled to meet in Srinagar on September 10 to finalise the government business to be taken up during the forthcoming autumn session of the Union Territory Legislative Assembly.
The meeting is expected to consider bills, resolutions and other matters requiring approval of the Assembly, with the session scheduled to begin on September 21.
Among the key proposals likely to come before the cabinet is the revised Ease of Doing Business (EODB) Bill, aimed at reducing the requirement for No Objection Certificates (NOCs) from various government departments and agencies.
The cabinet had received a presentation on the proposed legislation on September 2. Officials are expected to place the revised draft before the ministers on September 10 after addressing concerns relating to the Industries and Commerce, Housing and Urban Development, and Fire Services departments.
The EODB proposal had also figured in the cabinet meeting held on August 4, but its approval was deferred after ministers raised queries on certain provisions.
Besides the proposed legislation, the cabinet is likely to take up routine administrative matters, including some transfers, as well as policy and governance-related proposals.
The September 10 meeting will be the first cabinet meeting after Omar Abdullah’s meeting with Union Home Minister Amit Shah in New Delhi on September 4. Issues including statehood, business rules, reservation and other pending matters were discussed during that meeting.
Once the government finalises the legislative and other business, the details will be conveyed to the Speaker of the Legislative Assembly. Bills and resolutions approved by the cabinet will subsequently be submitted for the Lieutenant Governor’s consideration and, upon receiving the required clearance, will be scheduled for introduction in the House.
The Speaker, in consultation with the elected government, will prepare the provisional calendar of business and sittings. The Business Advisory Committee may subsequently make changes to the schedule, if required.
The autumn session is expected to continue for around 10 to 12 days, with seven to eight sittings likely to be held.
Lieutenant Governor Manoj Sinha had summoned the Assembly session to Srinagar from September 21 at 10 am through an order issued on August 12, 2026, under Section 18(1) of the Jammu and Kashmir Reorganisation Act, 2019.
Earlier, on August 4, the Council of Ministers had recommended convening the session from September 21. Following the LG’s order, the Assembly Secretariat issued a bulletin asking legislators to submit notices for eight questions each—four starred and four unstarred—as well as one bill each by August 25. MLAs were also asked to submit notices for two resolutions each by September 5.
Members have been permitted to submit questions, bills and resolutions through the National e-Vidhan Application (NeVA) digital platform of the JK Legislative Assembly.
The session is scheduled to commence nearly a fortnight before the October 4 deadline for convening the legislature within six months of its previous sitting, as required under the constitutional framework.
The previous budget session of the JK Legislative Assembly, held in Jammu, concluded on April 4, 2026.
