SRINAGAR: Jammu and Kashmir recorded a decline in registered cyber crime cases in 2024 after four consecutive years of increase, even as the Union Government said it has prevented cyber fraud worth more than Rs 11,158 crore across the country through its financial fraud response system and significantly expanded cyber policing infrastructure.
According to data tabled in the Lok Sabha by the Ministry of Home Affairs, Jammu and Kashmir registered 120 cybercrime cases in 2020, 154 in 2021, 173 in 2022 and 185 cases in 2023. The number, however, declined to 114 cases in 2024, making it one of the few regions to witness a year-on-year fall last year.
The figures were released in response to Lok Sabha Unstarred Question No. 251 on national cybercrime data, answered by Minister of State for Home Affairs Bandi Sanjay Kumar.
Nationally, cyber crime cases have continued to rise sharply. NCRB data shows that registered cases increased from 50,035 in 2020 to 52,974 in 2021, 65,893 in 2022, 86,420 in 2023, and 1,01,928 cases in 2024, reflecting the growing scale of digital offences across the country.
The Ministry said the National Crime Records Bureau (NCRB) publishes annual cyber crime statistics through its Crime in India report, with the latest report covering 2024.
To tackle cyber-enabled financial frauds, the Government highlighted the work of the Indian Cyber Crime Coordination Centre (I4C) and the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS).
According to the Ministry, by June 30, 2026, the system had helped save more than Rs 11,158 crore in over 32.8 lakh complaints. Between 2021 and 2025, more than 65.89 lakh financial fraud complaints were received through the National Cyber Crime Reporting Portal, involving reported fraud exceeding Rs 55,050 crore. Authorities marked more than Rs 8,189 crore under lien and registered over 1.95 lakh FIRs.
The Government noted that while cyber crimes are investigated by state and Union Territory police because police and public order are State subjects, the Centre supports them through policy guidance, technology, funding and capacity building.
Among the measures cited were the Samanvaya intelligence-sharing platform, which has facilitated the arrest of 29,837 accused and processed more than 2.33 lakh cyber investigation assistance requests, and the CyTrain online learning portal, where over 1.63 lakh police and judicial officers have registered and more than 1.61 lakh certificates have been issued.
The Ministry also said 281 Cyber Commandos have completed specialised training at institutions including IITs, IIITs, Rashtriya Raksha University and the National Forensic Sciences University.
To strengthen forensic capabilities, the Centre has released Rs 132.93 crore under the Cyber Crime Prevention against Women and Children (CCPWC) scheme. Cyber forensic-cum-training laboratories have been established in 33 States and Union Territories, while more than 24,600 police personnel, judicial officers and prosecutors have received specialised training. The country currently has seven Central Forensic Science Laboratories and 28 State Forensic Science Laboratories supporting cyber crime investigations.
The Ministry added that new standard operating procedures and modules for faster restoration of defrauded money and grievance redressal became operational from April 2026 to improve the handling of complaints received through the National Cyber Crime Reporting Portal.
