SRINAGAR: The Jammu and Kashmir Department of Law, Justice and Parliamentary Affairs has directed all government departments to submit draft Bills and legislative proposals well in advance of the upcoming Budget Session of the Legislative Assembly, scheduled to commence on February 2 2026.
The circular, issued by Secretary Achal Sethi, emphasises that timely submission is essential to allow proper legal vetting of proposals. Departments are also reminded to follow Part-C of the Transaction of Business Rules, 2019, which outlines procedures for initiating legislation and consulting the Law Department.
It further instructs that rules and notifications issued under various Acts must be laid before the Legislative Assembly during the Budget Session to comply with legal requirements. Proposals requiring the Lieutenant Governor’s recommendation under Section 36 of the JK Reorganisation Act, 2019, should also be submitted well in advance.
The circular calls on all Financial Commissioners, Principal Secretaries, Commissioners, Secretaries, and Administrative Heads to strictly observe procedures for legislative business and to ensure departmental presence in the House when related issues are discussed.
