Jammu Kashmir: Finance Department Orders Transfer and Posting of 117 Officers

   

SRINAGAR: In a significant administrative overhaul aimed at optimizing governance, the Government of Jammu and Kashmir’s Finance Department has announced a major reshuffle involving one hundred and seventeen Accounts Officers and Treasury Officers.

According to the official directive, the administrative adjustments have been implemented with immediate effect to enhance operational efficiency.

Among the key transfers, Narinder Singh has been moved from his role as Accounts Officer at the Directorate of Sericulture to serve as Accounts Officer for the Directorate of Ecology, Environment, and Remote Sensing against an available post, while also taking on the additional responsibility of managing accounts-related work for the Social Forestry Department. Mukesh Sharma, previously the Accounts Officer for the Inspector General of Police at the Zone Headquarters in Jammu, has been transferred and posted as Accounts Officer for the Directorate of Hospitality and Protocol, replacing Masood Ahmad Matoo. Furthermore, Mukesh Sharma will hold the additional charge of Accounts Officer for the Registrar of Cooperative Societies.

The reshuffle also aims to establish full-time leadership in critical sectors. Mehak Gupta, who was serving as Accounts Officer for the State Health Agency under the Ayushman Bharat scheme with an additional charge at the Commissioner of Drug and Food Control Organization, has now been designated as the full-time Accounts Officer for the Commissioner of Drug and Food Control Organization. Concurrently, Vikram Jyoti has transitioned from his position as Treasury Officer in Sunderbani to take over Mehak Gupta’s former position at the State Health Agency. Naseer Ahmad Rather has been transferred from the Directorate of Animal Husbandry in Jammu to become the Accounts Officer at the Directorate of Employment against a leave reserve post, which relieves Mohit Thappa of his additional charge. Naseer Ahmad Rather will also hold additional responsibility for Mission Youth and Mission Yuva.

Further updates indicate that Suresh Kumar Gandotra moves from the Associated Hospital in Jammu to the Board of School Education in Jammu, while Masood Ahmad Matoo transitions from the Directorate of Hospitality and Protocol to the Integrated Child Development Services, where he will additionally manage Vatsalya and Mission Shakti. Prithpal Kour has been reassigned from State Taxes in Jammu to the office of the Relief Commissioner for Migrants in Jammu, relieving Ravinder Kumar of his additional duties. In regional deployments, Irfan Rashid has been moved from his post with the Senior Superintendent of Police in Rajouri to serve as Additional Treasury Officer in Poonch, and Mohammad Gulzar Parray leaves the Municipal Council of Anantnag to become the Accounts Officer at the Islamic University of Science and Technology, relieving Tawseef Ahmad Thoker.

Ursila Tabasum, who was awaiting adjustment orders after returning from child care leave, has been permanently adjusted as Accounts Officer for the Directorate of Forest Protection Force. Malik Rahat Ahmed moves from the office of the Chief Engineer of the Urban Environmental Engineering Department to become the Additional Treasury Officer at the Civil Secretariat Treasury. Meanwhile, Rajesh Kumar transitions from the Basholi Treasury to the Directorate of Horticulture in Jammu, relieving Nirmal Tickoo. Narinder Kumar Khajuria has been transferred from the District Fund Office in Reasi to become the Accounts Officer for the Deputy Director of Local Fund Audit and Pension in Jammu. Syed Gowher transitions from the District Fund Office in Baramulla to serve as the Additional Treasury Officer for the District Treasury in Baramulla. Showkat Ali Lara leaves his position with the Senior Superintendent of Police in Kupwara to take up a post with the Jammu and Kashmir Legislative Assembly against a leave reserve position.

In the power and audit sectors, Nazir Ahmed Shah has been moved from the Directorate of Audit and Inspection in Kashmir to become the Pay and Accounts Officer for the Kashmir Power Distribution Corporation Limited in Pulwama, relieving Manzoor Akbar Dar. Ghulam Mohi-Ud-Din Shah transitions from the Directorate of Audit and Inspection in Kashmir to serve as Pay and Accounts Officer for the Municipal Council of Anantnag, succeeding Mohammad Gulzar Parray. Manzoor Ahmed Ganie leaves the Narbal Treasury to become the Accounts Officer for the Chief Engineer of the Prime Minister’s Gram Sadak Yojana in Srinagar, replacing Fayaz Ahmad Sangoo. Mohammad Amin transitions from the Deputy Commissioner’s office in Rajouri to become the Accounts Officer for the Chief Engineer of the Urban Environmental Engineering Department, taking over from Malik Rahat Ahmed. Several officers holding in-charge positions have also been reassigned. Raj Kumar, who was the Incharge Accounts Officer for the Senior Superintendent of Police in Poonch, is now the Pay and Accounts Officer for the Commercial Wing of the Jammu and Kashmir Power Transmission Corporation Limited in Jammu, relieving Munish Kumar Spolia. Vinod Singh Parihar transitions from the Registrar of Cooperative Societies to the Directorate of Horticulture, Planning, and Marketing, succeeding Sardari Lal. Fayaz Ahmad Sangoo has been moved from his engineering department post in Srinagar to become the Treasury Officer in Narbal, succeeding Manzoor Ahmed Ganie. Anita Jamwal moves from the Directorate of Sheep Husbandry in Jammu to the Principal Revenue Training Institute in Jammu, replacing Neerja Koul, while Sardari Lal shifts to the Pollution Control Board, replacing Vijay Kumar. The government has also finalized postings for a substantial group of officers who were recently placed as Incharge Accounts Officers and were awaiting formal adjustments. Anil Kumar Bhat has been posted to the office of the Director General of the Jammu and Kashmir Funds Organization. Mushtaq Ahmad Shah takes over as Treasury Officer in Khansahab. Sajad Ahmad Wani becomes the Pay and Accounts Officer and Revenue Officer for the Kashmir Power Distribution Corporation Limited in Bijbehara. Ganesh Dutt goes to the Central Store of the Jammu Power Distribution Corporation Limited in Jammu, relieving Naresh Kumar Gupta. Kasturi Lal has been posted as Treasury Officer in Basholi, replacing Rajesh Kumar. Gurpreet Singh goes to the District Fund Office in Reasi, replacing Narinder Kumar Khajuria. Tajinder Paul Singh joins the office of the Deputy Director of Local Fund, Audit, and Pensions in Jammu. Kiran Bala joins the General Provident Fund Provincial Police Cell in Jammu. Kulbinder Singh Choudhary becomes the Treasury Officer in Mahore, replacing Rakesh Kumar. Mohammad Shafi Lone is assigned as Treasury Officer in Uri, replacing Muneer Ahmad Lone. Devi Dayal joins the General Provident Fund Provincial Police Cell in Jammu. Reyaz Ahmad Dand joins the office of the Senior Superintendent of Police in Handwara, relieving Abdul Rashid Bhat. Vijay Kumar is posted as Treasury Officer in Bishna. Kamal Singh Pathania will await further adjustment orders while remaining attached to the Directorate General of Accounts and Treasuries. Sunita Koul joins the General Provident Fund Migrant Cell in Jammu, replacing Meetu Munshi. Ajit Kumar Gupta is posted to the District Fund Office in Samba. Sanjeev Kumar Sharma joins the Water Regulatory Authority of Jammu and Kashmir, relieving Pritam Chand. Asgar Hussain Matoo is posted to the Deputy Commissioner’s office in Kishtwar, relieving Satender Singh. Masood Ahmad has been posted to the Kishtwar Tourism Development Authority, relieving Shivanchal Sharma, while also holding the additional charge of Accounts Officer for the Senior Superintendent of Police in Kishtwar. To guarantee operational continuity and avoid vacancies, seventeen experienced officers have been entrusted with dual responsibilities through additional charge assignments. Shahid Mustafa Wani, the Treasury Officer in Wanpoh, will oversee the Deputy Commissioner’s office in Anantnag. Kuldeep Raina, from the State Procurement and Supply Agency, will hold the additional charge of the Building and Other Construction Board. Shamim Ajaz, from State Taxes in Srinagar, will oversee the Regional Transport Office in Kashmir. Iflak Ahmed Malik, from the Forest Development Corporation, will hold the charge of the Rashtriya Uchchatar Shiksha Abhiyan. Raja Umer, from the Economic Reconstruction Agency, will oversee the Directorate of Tourism in Kashmir. Sachin Kumar, working with the Additional District Development Commissioner in Udhampur, will hold the charge of the District Fund Office in Udhampur, alongside overseeing the Pay and Accounts Officer role for the Municipal Council of Udhampur until Charu Khajuria returns from leave. Lokesh Shan, the Additional Treasury Officer in Ramban, will manage the Ramsoo Treasury. Tawseef Ahmad Thoker, from the Additional District Development Commissioner’s office in Anantnag, will oversee the Pahalgam Tourism Development Authority. Anjali Bhardwaj, the Additional Treasury Officer for the District Treasury in Samba, will manage the Billawar Treasury. Nippun Gupta, from the Directorate of Forensic Science Laboratory, will handle the Jammu and Kashmir Service Selection Board.

At last, Ankush Kumar, from the District Fund Office in Doda, will hold the additional charge of Accounts Officer for the Senior Superintendent of Police in Doda.
