SRINAGAR: The Jammu and Kashmir Finance Department has introduced an alternative mechanism for delivering One-Time Passwords (OTPs) through the Sandes App for users of the PROOF App after discontinuing the earlier SMS-based service.
In a circular dated November 4, 2026, the department informed all Administrative Departments that the SMS-based OTP service previously used by the PROOF App had been discontinued, causing difficulties for users in receiving authentication codes.
To address the issue and ensure continued access to the application, the department has shifted OTP delivery to the Sandes App, replacing the earlier SMS-based mechanism.
The department has asked all Administrative Departments to inform officers and officials using the PROOF App about the revised arrangement and advise them to install the Sandes App on their mobile devices to receive OTPs required for authentication.
It has also directed the departments to circulate the instructions widely among all concerned officers and officials under their administrative control for information and necessary compliance.
