SRINAGAR: The Jammu and Kashmir Department of Food, Civil Supplies and Consumer Affairs has directed all its Directors and Heads of Offices to refrain from issuing transfer and posting orders without prior approval of the Administrative Department.
The directions have been issued through Circular No. 06-JK(FCS&CA) of 2026 following observations that several transfer and posting orders had been issued by Heads of Departments over the past two months without obtaining the required concurrence or approval of the Administrative Department.
According to the circular, the orders involved field functionaries, including Storekeepers, Junior Assistants and Senior Assistants.
The department said such practices could lead to administrative inconsistency and deviations from the approved Government Transfer Policy and instructions issued from time to time.
The directions were issued during a review meeting of the department held on July 29, 2026, with the stated objective of ensuring uniformity, transparency and effective administrative control in matters concerning transfers and postings.
Under the new instructions, no Director or Head of Office will be permitted to make a transfer or posting at any level on their own. All such proposals, wherever required, must be routed through the prescribed channel to the Administrative Department along with full justification and other relevant details before any order is issued.
The department has further warned that any transfer or posting order issued in violation of the instructions will be liable to be treated as having been issued without approval of the competent authority.
Responsibility for such violations will be fixed upon the officer or authority concerned, the circular stated.
The department has also made it clear that any deviation from the Government Transfer Policy or violation of the latest instructions will be viewed seriously, with appropriate action under the relevant rules initiated against those found responsible.
