SRINAGAR: The Jammu and Kashmir Government has promoted 36 officers of the Jammu and Kashmir Administrative Service (JKAS) across the Super Time, Special and Selection grades, with the promotions taking effect prospectively.
The General Administration Department (Services) issued three separate orders on September 29, 2026, following Council of Ministers Decision No. 142/12/2026 dated September 22, 2026.
Under Government Order No. 1588-JK(GAD) of 2026, 11 officers have been promoted to the Super Time Scale of JKAS, Level 14 (Rs 1,44,200–Rs 2,18,200).
The officers promoted to the Super Time Scale are Mathora Masoom, Shiv Kumar Gupta, Rajesh Kumar Shavan, Mohammad Shafiq Chak, Mushtaq Ahmad, Shafqat Iqbal, Om Prakash, Musheer Ahmad, Sudershan Kumar, Abdul Rashid War and Mufti Mohammad Farid-ud-din.
Of these, Mathora Masoom, Rajesh Kumar Shavan, Mushtaq Ahmad, Om Prakash and Mufti Mohammad Farid-ud-din have been designated as Directors General in their respective departments.
Shafqat Iqbal and Musheer Ahmad have been designated as Secretaries in their respective departments. The remaining four officers—Shiv Kumar Gupta, Mohammad Shafiq Chak, Sudershan Kumar and Abdul Rashid War—will continue at their present places of posting until further orders.
12 promoted to Special Scale
Under Government Order No. 1589-JK(GAD) of 2026, the government has promoted 12 JKAS officers** to the **Special Scale, Level 13 (Rs 1,23,100–Rs 2,15,900), also on a prospective basis.
The officers are Rakesh Kumar, Suresh Chander, Akhtar Hussain Qazi, Parveen Kumar, Rajeshwar Singh Charak, Dil Mir, Kanchan Bala, Jagdish Chander, Subhash Chander Dogra, Zaffar Shawal, Sunil Kumar and Peerzada Zahoor Ahmad.
Following the promotions, Parveen Kumar, Rajeshwar Singh Charak and Kanchan Bala have been designated as Special Secretaries in their respective departments.
The other nine officers will continue at their existing places of posting until further orders.
13 get Selection Grade
A further 13 JKAS officers have been promoted to the Selection Grade, Level 12 ( Rs 78,800–Rs 2,09,200) under Government Order No. 1590-JK(GAD) of 2026.
Those promoted are Primroze Bashir, Anshumali Sharma, Hilal Ahmad Bhat, Mohammad Rafeeq Bhat, Sona Gupta, Chand Singh, Shuaib Mohammad Naikoo, Mohd. Rafiq, Atul Dutt Sharma, Shabir Ahmad Hakak, Israr Ahmed, Mehmood Riaz and Ashraf Pervaz.
Shuaib Mohammad Naikoo has been designated as Additional Secretary in the respective department, while the remaining 12 officers will continue at their present places of posting until further orders.
All three government orders specify that the promotions are subject to the outcome of any writ petition(s), if pending, before the competent courts of law.
