Jammu Kashmir Govt Adopts Class-IV Regulations as Basis for Regularisation Framework for ULB Workers

SRINAGAR: The Jammu and Kashmir Government has adopted the 2014 Class-IV service regulations of the Jammu and Srinagar Municipal Corporations as the basis for formulating a similar regularisation mechanism for eligible casual labourers, contingent-paid workers, consolidated workers and other similarly placed employees engaged in Urban Local Bodies (ULBs) across the Union Territory.

The decision was notified through Government Order No. 214-JK(HUD) of 2026, dated October 14, issued by the Housing and Urban Development Department.

According to the order, the Jammu Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, and the corresponding Srinagar Municipal Corporation regulations of the same year shall be adopted mutatis mutandis as the basis for developing a similar mechanism for eligible workers in Urban Local Bodies across Jammu and Kashmir.

The expression mutatis mutandis means that the existing regulations will be applied with the necessary modifications to suit the circumstances concerned.

The decision provides an administrative basis for formulating a regulatory framework to address the service-related concerns of eligible workers employed under casual, contingent-paid, consolidated and similar arrangements in urban local institutions.

However, the order does not itself regularise the services of the workers concerned. Instead, it provides for using the existing Class-IV service regulations as the basis for formulating a similar mechanism.

The order does not specify the number of potential beneficiaries, the minimum qualifying period of service, age or educational requirements, the eligibility cut-off date, or the procedure and timeline for processing cases. These details will depend on the provisions of the mechanism subsequently formulated by the competent authorities.

The scope of any eventual regularisation will also depend on the eligibility conditions and other requirements prescribed by the government. Workers will not automatically qualify for regularisation or become entitled to the service benefits available to regular employees solely on the basis of this order.

The implementation of the decision will require further action by the competent authorities to determine how the adopted regulations will apply to eligible workers across the various Urban Local Bodies in Jammu and Kashmir.
