SRINAGAR: The Jammu and Kashmir Government has appointed Rent Authorities and Rent Courts across all 20 districts of the Union Territory under the Jammu and Kashmir Tenancy Act, 2025, and the Jammu and Kashmir Tenancy Rules, 2026, putting in place a district and sub-divisional mechanism for dealing with tenancy-related matters.
The appointments have been notified through Government Order No. 227-JK(HUD) of 2026, issued by the Housing and Urban Development Department on November 4 under Sections 30 and 33 of the Jammu and Kashmir Tenancy Act, 2025. Commissioner/Secretary to the Government, Housing and Urban Development Department, Mandeep Kaur, IAS, issued the order on behalf of the government.
Under the arrangement, Additional Deputy Commissioners have largely been designated as Rent Courts at district level, while Assistant Commissioners (Revenue), Sub-Divisional Magistrates and, in some cases, Additional Deputy Commissioners have been appointed as Rent Authorities for specified tehsils and sub-divisions.
In Kashmir division, Rent Courts have been designated for Srinagar, Budgam, Ganderbal, Baramulla, Bandipora, Kupwara, Anantnag, Kulgam, Pulwama and Shopian districts.
In Srinagar, the Additional Deputy Commissioner-I has been appointed as Rent Court for the district. The Assistant Commissioner (Revenue) will function as Rent Authority for Tehsil South, while the SDMs of West and East Srinagar will have jurisdiction over Tehsil Central Shaltang and Panthachowk/Chanapora, respectively.
The order also lists the Additional Deputy Commissioner, Budgam, as Rent Court for Tehsil Eidgah North and Khanyar.
In Budgam, the Additional Deputy Commissioner will serve as Rent Court for the district, while the Assistant Commissioner (Revenue) will be Rent Authority for Budgam tehsil. The SDMs of Chadoora, Beerwah and Khansahib have been designated for their respective sub-divisions.
For Ganderbal, the Additional Deputy Commissioner will head the Rent Court, while the Assistant Commissioner (Revenue) will exercise jurisdiction over Ganderbal, Lar, Tullamulla and Wakoora tehsils. The SDM Kangan has been appointed Rent Authority for the Kangan sub-division.
In Baramulla, the Additional Deputy Commissioner will serve as Rent Court for the district. The Additional Deputy Commissioner, Sopore, will function as Rent Authority for Sopore, while the Assistant Commissioner (Revenue), Baramulla, will cover the Baramulla sub-division. The SDMs of Uri, Pattan and Gulmarg have also been designated as Rent Authorities for their respective sub-divisions.
The Additional Deputy Commissioner, Bandipora, has been appointed Rent Court for the district. The Assistant Commissioner (Revenue) will cover Bandipora, Ajas and Aloosa tehsils, while the SDMs of Sumbal and Gurez will exercise jurisdiction over their respective sub-divisions.
In Kupwara, the Additional Deputy Commissioner will serve as Rent Court for the district, while the Additional Deputy Commissioner, Handwara, has been appointed Rent Authority for Handwara sub-division. The Assistant Commissioner (Revenue), Kupwara, will cover Kupwara, Drugmulla, Trehgam, Machil, Keran and Kralpora tehsils. The SDMs of Karnah and Lolab have been assigned jurisdiction over their respective sub-divisions.
For Anantnag, the Additional Deputy Commissioner-I has been designated as Rent Court. The Assistant Commissioner (Revenue) will cover Anantnag, Shangus and Anantnag East (Mattan) tehsils, while the SDMs of Dooru, Kokernag, Pahalgam and Bijbehara will function as Rent Authorities for their respective sub-divisions.
In Kulgam, the Additional Deputy Commissioner will serve as Rent Court, with the Assistant Commissioner (Revenue) assigned to Kulgam sub-division and the SDM Noorabad to Noorabad sub-division.
The Additional Deputy Commissioner, Pulwama, has been appointed Rent Court for the district. The Additional Deputy Commissioners of Tral and Awantipora will serve as Rent Authorities for Tral and Aripal tehsils, and Pampore and Awantipora tehsils, respectively. The Assistant Commissioner (Revenue), Pulwama, will cover Pulwama, Rajpora, Kakapora and Shahoora Litter tehsils.
In Shopian, the Additional Deputy Commissioner will head the Rent Court. The Assistant Commissioner (Revenue) will cover Shopian, Keller and Keegam tehsils, while the SDM Zainapora will exercise jurisdiction over Imamsahib, Zainapora, Chitragam and Herman tehsils.
In Jammu division, Rent Courts have been designated for Jammu, Samba, Kathua, Udhampur, Reasi, Rajouri, Poonch, Ramban, Doda and Kishtwar.
In Jammu district, the Additional Deputy Commissioner (ADM) has been appointed Rent Court, while the Additional Commissioner, Jammu, or the Assistant Commissioner (Revenue), Jammu, has been designated Rent Authority for the entire district.
In Samba, the Additional Deputy Commissioner will serve as Rent Court. The Assistant Commissioner (Revenue) will cover Samba tehsil, while the SDMs of Vijaypur and Ghagwal will exercise jurisdiction over Vijaypur, Bari Brahmana and Ramgarh, and Ghagwal and Rajpura tehsils, respectively.
For Kathua, the Additional Deputy Commissioner will head the Rent Court. The Additional Deputy Commissioners of Billawar and Basohli have been appointed Rent Authorities for Billawar, Loahil Malhar and Ramkot, and Basohli and Mahanpur tehsils, respectively. The Assistant Commissioner (Revenue), Kathua, will cover Kathua and Nagri Parole tehsils, while the SDMs of Hiranagar and Bani will handle their respective tehsils.
In Udhampur, the Additional Deputy Commissioner (ADM) will function as Rent Court. The Assistant Commissioner (Revenue) will cover Udhampur, Majalta, Panchari and Moungri tehsils. The SDMs of Ramnagar, Chenani, Dudu and Basantgarh have been appointed Rent Authorities for their respective areas, with Dudu’s jurisdiction covering Latii-Marothi tehsil.
The Additional Deputy Commissioner, Reasi, has been designated Rent Court for the district. The Assistant Commissioner (Revenue) will cover Reasi, Pouni, Thakrakote and Bhomag tehsils, while the SDMs of Dharmari, Mahore and Katra will exercise jurisdiction over Arnas and Thuroo; Mahore and Chassana; and Katra tehsils, respectively.
In Rajouri, the Additional Deputy Commissioner (ADM) will serve as Rent Court, while the Assistant Commissioner (Revenue) has been appointed Rent Authority for the entire district.
For Poonch, the Additional Deputy Commissioner will head the Rent Court. The Assistant Commissioner (Revenue) will cover Haveli and Mandi tehsils, while the SDMs of Surankote and Mendhar will serve as Rent Authorities for their respective sub-divisions.
In Ramban, the Additional Deputy Commissioner has been designated Rent Court for the district. The Assistant Commissioner (Revenue) will cover Ramban, Batote and Rajgarh tehsils, while the SDMs of Banihal, Ramsoo and Gool will exercise jurisdiction over their respective sub-divisions.
The Additional Deputy Commissioner, Doda, will serve as Rent Court for the district. The Additional Deputy Commissioner, Bhaderwah, has been appointed Rent Authority for Bhaderwah and Bhalla tehsils. The Assistant Commissioner (Revenue), Doda, will cover Doda, Bhagwah, Kastigarh, Marmat, Bharath Bagla/Mohalla and Gundna. The SDMs of Gandoh, Thathri and Assar have also been designated Rent Authorities. Gandoh’s jurisdiction covers Bhalessa (Gandoh) and Chilli-Pingal, while Thathri will cover Thathri, Phagsoo, Kahara, Bhella and Chiralla tehsils. The SDM Assar will cover Assar tehsil.
In Kishtwar, the Additional Deputy Commissioner will serve as Rent Court. The Assistant Commissioner (Revenue) will cover Kishtwar, Nagseni, Drabshalla and Bunjwah tehsils, while the SDMs of Chatroo, Marwah and Paddar will function as Rent Authorities for their respective sub-divisions.
