SRINAGAR: The Jammu and Kashmir Government has approved the formulation or review of GIS-based Master Plans for 25 cities and towns under AMRUT 2.0, with the plans expected to be finalised during the current financial year, while the review of the Jammu Master Plan-2032 has reached its final stage.
The Housing and Urban Development Department stated this in a reply to a starred question by Pattan MLA Javaid Riyaz in the Jammu and Kashmir Legislative Assembly.
Four Master Plans have already been formulated and notified for the Union Territory. These include the Srinagar Master Plan-2035, notified under SRO No. 160 of 2019 on March 7, 2019; Jammu Master Plan-2032 and Udhampur Master Plan-2032, both notified under SRO Nos. 90 and 91 of 2017 on March 5, 2017; and Katra Master Plan-2031, notified under SRO No. 125 of 2016 on June 4, 2016.
The department said the 25 plans being taken up under AMRUT 2.0 are at different stages of preparation.
The most advanced among the listed plans is the Anantnag-Bijbehara-Mattan Master Plan-2044. Its inception report, base-map and spatial-attribute work, data analysis report and pre-draft proposals have been approved. The draft Master Plan has been submitted and placed in the public domain, with scrutiny of objections and suggestions currently under way.
The Bandipora Master Plan-2046 has progressed through the methodology and work-plan, base-map and existing land-use stages, all of which have been approved. Its preliminary draft has been submitted and is under scrutiny.
For Pulwama-2046 and Kupwara-2046, the approach and methodology, base maps and existing land-use plans have been submitted, with examination of the latter stages either completed with remarks conveyed to consultants or still under process.
Several other plans have completed only their initial stages. The Budgam Master Plan-2047 has an approved inception report and base-map collection, while Kulgam, Baramulla, Sopore and Pattan have completed and secured approval for inception, data-analysis and projected-requirement stages.
Ganderbal and Awantipora have completed the inception and base-map stage, while their data-analysis reports have been examined with remarks sent to consultants. Shopian has an approved inception report and base-map collection stage.
In Jammu division, the review of the Katra Master Plan-2031 and Udhampur Master Plan-2031 has begun, with inception reports approved. Master Plans for Akhnoor, Reasi, Ramban, Banihal, Kathua, Samba, RS Pura and Doda are also at the approved inception-report stage.
The government said Rajouri, Poonch and Kishtwar are an exception among the 25 towns, as their Development Authorities fall under the administrative control of the Tourism Department. Tenders for preparing their Master Plans are expected to be floated shortly by that department.
Separately, the General Administration Department, through Government Order No. 1192-JK(GAD) of 2026 dated July 1, 2026, constituted High-Level Vetting, Steering and Implementation Committees for the formulation, supervision, monitoring and vetting of Master Plans for 10 Tourism Development Authorities in the first phase.
The Master Plans are being prepared by different consultants, including the School of Planning and Architecture in Bhopal, Delhi and New Delhi, the Institute for Spatial Planning and Environment Research, and Guru Nanak Dev University, Amritsar.
