Jammu Kashmir Govt Approves Permanent Advance For Urgent Land Acquisition Expenses

   

SRINAGAR: The Jammu and Kashmir Government has sanctioned a “Permanent Advance or Imprest” in favour of Deputy Commissioners functioning as Competent Authorities for Land Acquisition to facilitate urgent expenditure related to land acquisition cases across districts.

According to Government Order No. 162-PW(R and B) of 2026 dated May 11, 2026, issued by the Public Works (R and B) Department, the sanction has been accorded under Rule 322 of the General Financial Rules (GFR).

The order states that Deputy Commissioners will be authorised to utilise funds up to Rs 20 lakh or two per cent of the funds deposited by the Regional Officer, Ministry of Road Transport and Highways (MoRTH), Jammu for land acquisition in the respective district, whichever is lower.

The government said the advance would operate as a revolving fund and fresh drawals would be permitted only after adjustment and rendition of accounts of the previous advance to the Principal Accountant General (PAG).

The order further stipulates that all drawals must comply with codal formalities under the GFR and treasury officers shall not entertain bills without certification from the Principal Accountant General regarding adjustment of earlier advances.

It also places full responsibility for financial and accounting operations, including reconciliation and audit issues, on the Accounts Officers posted in Deputy Commissioners’ offices.

The sanction has been issued with the concurrence of the Finance Department vide reference No. e-25651/FD-BDGTOD-16/25/2021-03-FD dated April 27, 2026.
