SRINAGAR: The Jammu and Kashmir Government has approved the selection and promotion of 10 faculty members of SKIMS, Soura, Srinagar and SKIMS Medical College and Hospital (MCH), Bemina, to higher grades and posts under the Assessment Merit Promotion Scheme (AMPS).
The promotions were approved on the basis of recommendations of the JK Public Service Commission (JKPSC), following an assessment of overall merit by the Selection Committee/Interview Board constituted under Rule 44 IV(b)(I) of the JK PSC (Business and Procedure) Rules, 2021.
According to Government Order No. 632-JK(HME) of 2026, dated August 18, six faculty members of SKIMS, Soura, and four of SKIMS MCH, Bemina, have been promoted to the next higher grade/post, with the promotions taking effect from different dates.
At SKIMS, Soura, Dr Mahrukh Hameed, Additional Professor in the Advanced Centre for Human Genetics, has been promoted as Professor with effect from July 1, 2024.
Dr Arshad Ahmad Pandith, Associate Professor in the Advanced Centre for Human Genetics, has been promoted as Additional Professor with effect from July 1, 2025.
In the Department of Urology, Dr Abdul Rouf Khawaja, Additional Professor, has been promoted as Professor with effect from July 1, 2024, while Dr Sajad Ahmad Malik, Associate Professor, has been promoted as Additional Professor from July 1, 2025.
Dr Sajad Ahmad Para, Assistant Professor in Urology, has been promoted as Associate Professor with effect from July 1, 2023.
Dr Javeed Iqbal Bhat, Additional Professor in Neonatology, has been promoted as Professor with effect from July 1, 2024.
At SKIMS MCH, Bemina, Dr Nazir Ahmad Parray, Lecturer in Paediatrics, has been promoted as Assistant Professor with effect from January 1, 2022.
Dr Shabir Ahmad Dhar, Associate Professor in Orthopaedics, has been promoted as Professor with effect from January 1, 2024, while Dr Tahir Ahmad Dar, also an Associate Professor in Orthopaedics, has been promoted as Professor with effect from January 1, 2025.
Dr Mudasar Ahmad, Associate Professor in Dentistry, has been promoted as Professor with effect from January 1, 2025.
The order said the promotions were based on the recommendations of the JKPSC conveyed through Letter No. PSC/DPS/62/2025-05(C.No. 7751630), dated May 20, 2026.
The selections and promotions will remain subject to the outcome of any writ petition(s), if pending before a competent court of law.
