SRINAGAR: The Jammu and Kashmir Government has constituted a Union Territory-level Governing Body/Approval Committee and district-level committees for implementing the guidelines of the Union Territory Disability Fund across JK.
The decision was notified through Government Order No. 1333-JK(GAD) of 2026, issued by the General Administration Department on August 4, 2026, by order of the Lieutenant Governor of Jammu and Kashmir.
The UT-level Governing Body/Approval Committee will be headed by the Administrative Secretary, Social Welfare Department, as its Chairman. The Commissioner for Persons with Disabilities, JK, will be a member along with the Secretary/Special Secretary/Additional Secretary and Director Finance of the Social Welfare Department.
Representatives of the Finance Department, Health and Medical Education Department, Department of Law, Justice and Parliamentary Affairs, and School Education Department, each not below the rank of Additional Secretary, will also be members of the committee. Two social workers nominated by the Social Welfare Department will serve as additional members.
The committee will be required to meet at least once every quarter. Its terms of reference specify that neither a member nor their relative can be a beneficiary of the fund during the member’s tenure.
The tenure of the nominated social workers will not exceed three years. Members will be eligible for travelling and daily allowances for attending meetings on the basis of actual vouchers, subject to a ceiling of Rs 2,000 per day.
At the district level, committees will be headed by the District Magistrate, with the Additional District Magistrate and Chief Education Officer as members. The District Social Welfare Officer will serve as Member Secretary, while the Chief Medical Officer will also be a member.
The district committees have been tasked with receiving and scrutinising applications seeking assistance from the fund. They will ensure that applications meeting all threshold eligibility requirements are evaluated before being forwarded to the UT-level Governing Body/Approval Committee for approval and assistance.
The district committees will also have to ensure that only applications not already covered or supported under any other scheme or programme are forwarded for consideration.
