The government clarified that the arrangement is purely temporary and interim in nature and will not confer any preferential right to substantive promotion, regularisation or confirmation, which shall be governed strictly by the applicable recruitment rules and eligibility criteria.
The order further stated that the placements will remain subject to the outcome of any pending court cases and may be reversed without prior notice in the event of any adverse report from a competent agency or if a superior claim from any eligible left-out engineer is subsequently established.
