Jammu Kashmir Govt Forms High-Level Panel to Fast-Track National Centre of Excellence at Awantipora

   

SRINAGAR: The Jammu and Kashmir Government has constituted a high-level committee/core group to expedite the establishment of the proposed National Centre of Excellence (NCOE) at Awantipora in south Kashmir, assigning it the responsibility of overseeing all major aspects of the project’s execution.

The decision was taken through Government Order No. 1311-JK(GAD) of 2026, issued by the General Administration Department on August 3. The committee will be chaired by the Commissioner/Secretary to the Government, Youth Services & Sports Department.

The panel comprises the Divisional Commissioner Kashmir, Deputy Commissioner Pulwama, Director General of Youth Services & Sports, Special Secretary of the Youth Services & Sports Department, Chief Engineer of Irrigation and Flood Control (Kashmir), Secretary of the J&K Sports Council, and senior representatives—of at least Additional Secretary or Director rank—from the National Highways Authority of India (NHAI), Tourism, Revenue, Geology and Mining, Power Development, Planning Development and Monitoring, and Finance departments.

According to the order, the core group will review and facilitate all activities connected with the establishment of the National Centre of Excellence. Its mandate includes processing land transfer proposals, securing statutory approvals and clearances, infrastructure planning, preparation of operational plans (OPNs), ensuring coordination among departments, and resolving issues that may delay implementation of the project.

The government said the committee has been constituted to ensure the timely execution of the prestigious sports infrastructure project at Awantipora through coordinated action among all stakeholder departments.
