The Health and Medical Education Department issued Government Order No. 526-H(ME) following the expiry of the 21-day period provided for objections to the tentative seniority list.

The department said a representation submitted by Assistant Controller Drugs Nazir Ahmad Dar regarding his placement in the seniority list was examined under the J&K Civil Services (Classification, Control & Appeal) Rules, 1956 and the applicable recruitment rules. His claim was found to be without merit and rejected, the order said.

No other objections or representations were received within the prescribed period, paving the way for issuance of the final list.

The seniority list has been prepared under Rule 20 of SRO 34 of 1997, which provides for maintenance of an updated and final seniority list of members of the J&K Drugs and Food Control (Gazetted) Service in accordance with the applicable service rules.

The department said an earlier final seniority list had been issued through Government Order No. 542-H(ME) of 2022. However, officers included in that list had subsequently been regularised or confirmed as Deputy Drug Controller or Drugs Analyst, retired, or opted out of Ladakh, necessitating a fresh list.

It also said 13 Assistant Controller Drugs/Assistant Drug Analysts were regularised or promoted in their respective posts through Government Order No. 709-H(HME) of 2025 dated July 31, 2025, on the recommendations of the Departmental Promotion Committee/Public Service Commission.

The final list places Tabasum Wani at serial number one, followed by Rajesh Kumar and Sanjeev Kumar Gupta. The other officers listed are Anirud Kumar Sharma, Swami Saran Kushwaha, Archana Razdan, Nazir Ahmad Dar, Hunieza Yousuf Shaheen, Pankaj Malhotra, Tauseen Ara, Mumtaza, Naseena Akhtar and Shiban Ahmad Bhat.

All 13 officers hold B Pharma qualifications. Their dates of regularisation range from 4 August 2020 to 8 October 2021 for the officers listed in the annexure, while subsequent regularisation entries include January 23, 2022.

The order specifies that the dates of birth recorded in the seniority list will not be treated as authenticated and must be verified against original service books, matriculation or date-of-birth certificates and other relevant records.

It also states that reserved-category status is subject to verification by the competent authority. If a reserved-category certificate is found to be fake or false at any stage, it will be treated as cancelled from the outset, with benefits derived from it withdrawn and disciplinary action initiated under the rules.

The final seniority list has also been issued without prejudice to the outcome of any writ petitions pending before competent courts.

The list is available on the Health and Medical Education Department’s official website and will also be available at the office of the Commissioner, Food and Drug Administration/State Drug Controller, J&K.
