Jammu Kashmir: Govt Orders Interim Placement of Junior Engineers as In-Charge Assistant Engineers in PWD

   

SRINAGAR: The Government of Jammu and Kashmir has ordered a large-scale interim placement of Junior Engineers as In-charge Assistant Engineers (Civil) in the Public Works sector, in a significant administrative move aimed at addressing vacancies.

As per Government Order No. 152-PW (R and B) of 2026 issued by the Public Works (R and B) Department, 29 degree-holder Junior Engineers have been assigned the temporary “look-after” charge of Assistant Engineer posts. The officials include Khursheed Ahmad Shah, Ashaq Hussain, Farooq Ahmad Mir, Rohit Khajuria, Jagdish Lal, Vikas Dogra, Inderdeep Singh, Kulbir Singh, Irfan Ahmad, Shaheen Banday, Tahir-ul Hussain Jaffri, Ankush Gupta, Atul Sharma, Aman Gupta, Asif Iqbal, Danish Ali Sheikh, Mubashir Ali, Asif Dawood Khan, Wasie Hussain, Zubair ul Bashir, Adrees Ahmed Khan, Jahangir Ali Ganai, Syed Shakir Ahmad, Rayees Rehman, Suhail Mushtaq, Inam-ul-Hassan, Shilpa, Mushtaq Ahmad Theekry and Mudasir Shafi.

In addition, the department has placed more than 70 diploma-holder Junior Engineers as In-charge Assistant Engineers with immediate effect. The list includes Javeed Ahmad Khan (ST), Wasim Rafi Yeswi, Firdous Ahmad, Mir Syed Imtiaz Andrabi, Feroz Ahmad Khan, Mohd Younis Bhat, Shakeel Ahmad Baba, Shafat Hussain, Ruhina Akhter, Vaseem Ahmad Bhat, Mohamad Auyoob Shaida, Deep Kumar Raina, Showkat Ahmad, Ayaiz Ahmad, Peer Pervaiz, Mir Hilal Ahmad, Parvaize Ahmad, Tariq Ahmad Baqal, Feroze Ahmad Shiekh, Nazir Ahmad Magray, Ruxana Maqbool, Gulzar Ahmad Rather, Mushtaq Ahmad Ganai, Sanjay Gupta, Farooq Ahmad Dar, Syed Saqib Andrabi, Irshad Ahmad, Farooq Ahmad, Sajad Hussain Dar, Syed Junaid Mudasir Qadri, Mohd Ashraf Lone, Gh Ahmad Shah, Sanjay Seithi, Parvinder Singh, S Ajeet Pal Singh, Pawan Singh Pathania, Razya Gani (RBA), Ghulam Hassan Teli (RBA), Aushiq Hussain Sheikh (RBA), Gulam Abas (RBA), Abdul Hameed Sheikh (RBA), Darshan Kumar (RBA), Sandeep Magotra, Davinder Kumar (SC), Noor Ul Hussain, Suresh Kumar (SC), Ganesh Gupta, Dinesh Kumar, Javid Naqash, Mirza Irfan Sajad, Feroz Ahmad Ahanger (SOC), Adil Muzzafar Haqani, Nasir Ahmad Reshi, Wilayat Hussain Bulbul, Firdous Ahmad Bhat, Yaseem Yousuf, Zubair Ul Hassan, Tahir Salim Lone, Kailash Kumar, Sumit Bali, Kamal Kanth Padha, Arshad Bashir, Jagjeet Singh, Altaf Hussain Jan, Zahoor Ahmad Dhobi, Ripu Daman Singh Salathia, Abdul Hamid Khan, Mir Muzakir Hussain, Arif Bashir Shah, Balbir Singh and Intikhab Alam Shah.

The government clarified that all placements are strictly temporary and made on a stop-gap or look-after basis, without conferring any right to regular promotion, confirmation or seniority. The order emphasises that regular appointments shall be made only in accordance with the Jammu and Kashmir Engineering (Gazetted) Service Recruitment Rules, 1978, through the prescribed selection process involving the Departmental Promotion Committee or the Public Service Commission.

It further states that the arrangement is fully reversible and may be withdrawn without prior notice, particularly in cases involving adverse reports or competing claims from eligible candidates. The placements will also remain subject to the outcome of any pending writ petitions before competent courts.

All the engineers will continue at their present places of posting until further orders. The administration has also sanctioned charge allowance for eligible officers in accordance with the Finance Department’s circular dated March 27, 2026.
