Jammu Kashmir: Govt Orders Placement of 12 Engineers as In-charge Assistant Executive Engineers

   

SRINAGAR: The Government of Jammu and Kashmir’s Public Works (R and B) Department on Wednesday ordered the placement of 12 In-charge Assistant Engineers (Civil), appointed under the PM Package, as In-charge Assistant Executive Engineers (Civil) with immediate effect.

According to Government Order No. 187-PW (R and B) of 2026, issued from the Civil Secretariat, Srinagar/Jammu, the decision covers engineers holding Degree-based Assistant Engineer positions and places them in the higher in-charge cadre in their own pay and grade. The order has been issued under reference to earlier directions, including Government Order No. 34-JK (DMRRR) of 2022.

The engineers covered under the order are Sandeep Safaya, Gopal Krishan Dass, Neetu Koul, Mayur Bhat, Nischal Bhan, Amit Raina (I), Amit Raina (II), Sami Pandita, Vickey Kaw, Ajaz Ahmad, Sunaina Raina and Rockey Pandeep.

The government has clarified that the arrangement is purely interim and temporary, and shall not confer any right for substantive promotion, regularisation or confirmation. Final consideration will be made strictly in accordance with Recruitment Rules through the Departmental Promotion Committee (DPC) or the JK Public Service Commission.

It further stated that the placements will remain subject to the outcome of any pending court proceedings and may be reversed without notice in case of adverse reports or if any superior claim from eligible engineers is established later.

In a parallel order, the administration has sanctioned the creation of 12 supernumerary posts of Assistant Executive Engineer in Pay Level-10A (Rs 56,600–Rs 1,79,800) in the personal capacity of the concerned engineers to facilitate the arrangement, with the posts to be abolished subsequently upon consideration of regularisation by the DPC or JK PSC.

The order also directs that the officers shall continue at their present places of posting until further instructions.
